Alert! Donna "You are soooo busted" Noriega has a new job, too! Also known as The Predation Continues.


TO THE ADMINISTRATORS OF FLORENCE CRITTENTON ARIZONA: I find it deeply disturbing that Florence Crittenton of AZ has provided Donna Noriega with a job. This woman has been identified as one of the persons most directly associated with what many are calling the ugliest public mental health facility scandal in the new millennium.  Noriega is a former administrator of the Arizona State Hospital, and has been identified by state and federal authorities, as well as major media (such as Phoenix area ABC Ch15), as a grossly unethical and unlawful professional; her misconduct in this context did directly lead to a rampant presence of patient abuse throughout the whole of the ASH facility, and further contributed to several horrific tragedies, including no less then at least 3 avoidable deaths. As a tax paying consumer, and writer, I would ask that the administrators of Florence Crittenton take into consideration the implications of this matter as it stands, and rethink the hiring of Noriega with the care needs and interests of your at-risk clientele in mind. Herein, yet another one of the individuals centrally involved in causing the deep set problems in Arizona's sole long term public mental facility, The Arizona State Hospital, acquires management level employment, wherein- given this individual's lack of character and ethics- persons affected by abuse, neglect, and behavioral and/or mental health problems are faced with undue risk of harm. The undeniable fact is that Donna Noriega was centrally involved in the now established (proven) criminal activity specific to the operation of ASH circa 2009-2015 (or longer), for which she and no less then six (6) other high ranking behavioral health department officials working in direct relation to the operation of ASH were summarily fired in May, 2015. A fact that effectively defines Noriega's sickening nature as a person once assigned via the public trust to oversee the care needs and interests of persons affected by serious mental illness; which, as evidenced to the effect, she failed to do. Miserably. At the expense of the ASH patient community, and in gross violation of the public trust.






And yet, here we find her again, in a position which demands a person with reasonably grounded awareness of health care ethics, and morality in general. Which, as we all know, former ASH Chief Operating Officer/Chief Executive officer Donna Noriega most definitely does not possess. How else would any person of reasonable conscientious characterize this woman's depraved misconduct while serving as an administrator at ASH, exhibiting on a daily basis behavior recognizable as unethical, nonprofessional, and utterly sociopathic. Known as she is to have allowed for abuses of persons disabled and vulnerable to negligence and associated subpar medical treatment, and yet willing nonetheless to characterize herself as a person to be trusted; ergo, obviously lacking in remorse, possessing a clearly malfeasant mindset, and refusing to acknowledge the significance her obvious ineptitude; and nonetheless, willing to look her new employer and the greater public in the eye, and declare- as she clearly has in this situation-
 "I am a person who can be trusted to care for 
Arizona's most at-risk young women."
Noriega's most obvious behavioral characteristics do as a matter of plain fact define sociopathic tendencies across the board. It does not take a psychologically trained professional to recognize such features, especially when these factors are made public via any individuals known record of performance. The following is drawn from the noted magazine, Psychology Today, which is written in lay terms in order to serve the public, who have a vested interest in such information, this with respect and wellbeing.

Psychologists vie to enumerate the facets of sociopathy. Joseph Newman argues that the sociopath has an attention bottleneck that allows him to focus only on one activity or train of thought, to the exclusion of others. . In The Mask of Sanity, published in 1941, Cleckley distilled what he believed to be the 16 key behavioral characteristics that defined psychopathy. Most of these factors are still used today to diagnose sociopaths/psychopaths and others with antisocial disorders. (Psychopathy and sociopathy are terms with an intertwined clinical history, and they are now largely used interchangeably. The DSM excludes both, in favor of anti-social disorder and associated behavior.)

  • Superficial charm and good intelligence. I contend that these elements of Noriega's mannerisms define the hows and whys of her attaining employment, in general. She comes off as kind, caring, reasonably smart, and so on; while also engaging is disturbingly untruthful behavior. Much like more then a few of the ASH patients. 

  • Absence of delusions and other signs of irrational thinking. As with the virtual majority  of senior ranking ASH staff, I attest that Noriega exhibited highly devious means of interacting with me in 1:1 conversations. It was strange, as though she- and the rest of them- actually believed I was incapable of recognizing this as it occurred. Scary, very scary. 

  • Absence of nervousness or neurotic manifestations. It's true. In the past, I have expressed my interpretation of Noriega's mannerisms, via personal interactions with her both at ASH as well as  in the Arizona Administrative Court(s), as characteristic of a person "who will smile and look gently into your eyes while simultaneously stealing your wallet." For that is how it felt when she engaged in manipulating our conversations, as well as the process of the aforementioned court hearings. 

  • Unreliability. Noriega's record speaks for itself. Hundreds of ASH patients did rely upon Noriega to meet the most basic terms of her responsibility as an ASH administrator, as did ASH staff, patients' families, and the greater public, in general. Which she blatantly failed to provide. For years. 

  • Untruthfulness and insincerity. As I have stated before, this woman did lie directly to my face in several 1:1 interactions when I was seeking her help while I was still hospitalized at ASH, and experiencing a range of abject staff abuse; and further, she did so many months later while under oath in hearings convened under the authority of the AZ Administrative Court, which I formally requested via protocol.  

  • Lack of remorse and shame. Herein we can take a good hard look at Noriega's desire to seek employment in a position similar to that which she held at ASH, overseeing the care needs of persons at risk to abuse and negligence, in patent defiance of her history at ASH. As though nothing happened. 

  • Poor judgment and failure to learn by experience. If any one aspect of Noriega's issues more illustrates this then her failure to learn from the charges imparted on her by the Arizona Board Of Behavioral Health Examiners, I don't know what it is; other, that is,  then the plain fact that following that particularly graphic period of her experiences, she continued to engage in equally egregious misbehavior for the next three years, including following her promotion by Will Humble and Cory Nelson into the position of ASH CEO.

  • Specific loss of insight. It is an understatement to identify Noriega as lacking insight; unless, that is, one considers her criminal nature, and related "insight" that compelled her to engage is egregiously dishonest behavior as a Hospital administrator, for years. As Professor (Judge) Livermore (UA Law) stated to me and approximately 60 other law students in 2003: "Criminals, most typically, are not very bright." Donna Noriega, Cory Nelson, and WIll Humble to a tee. And on the list goes. 

Beyond the major media coverage of Noriega's role in what I have long characterized as the ugliest public mental health scandal in the last half century, I attest to having been flat out lied to by this woman both in personal 1:1 interactions while I was hospitalized as an ASH patient, as well as when she was testifying under oath in hearings convened under the authority of the Arizona Administrative Court. As in perjury, which she is also known to have engaged in with respect for her testimony under the authority of the  state licensing board that oversees her licensure as a behavioral health examiner. And yet, here she is, as with virtually every other known wrongdoer involved with the grossly substandard care practices and general corruption at ASH, carrying on in Arizona's mental health system as though nothing ever happened.



JUST LIKE CORY NELSON. IT'S THAT BAD.  

Indeed, 100% consistent with the disturbing fact that former ASH CEO Cory "This is the type of s--- that gets people in my position fired" Nelson is now functioning as an executive health care consultant, herein we consider the fact that Donna "You are sooo busted" Noriega, the ASH administrator most directly associated with Nelson's abject lack of ethics, has in her own right attained a position that defies the facts specific to her known lack of professional ethos. Working, no less, in relation to at risk adolescents- kids- for a nonprofit organization supposedly dedicated to serving the interests and care needs of their given clientele. As we already know, and as reported in this BLOG in September 2013, Donna "You are sooo busted!" Noriega was found guilty of lying about the qualifications of a friend who sought employment under the authority of Noriega at the Arizona State Hospital, at a time when Noriega was the Hospital's Chief Operating Officer. This is the position that she held when I was hospitalized at ASH, as well, which is when I came to realize via first person experience that she was not a person to be trusted in any capacity. I have in my files no less then seven (7) documented instances wherein this woman patently lied to me, as well as to several judges serving in the AZ Administrative courts, about the processing of good faith grievance reports I had submitted to her office between March and December, 2011, and other like issues. And as stated above, when the time came, I did publish several stories early on in the history of the BLOG that had everything to do with Noriega's role in furthering the substandard care practices and associated conditions at ASH. Included in that article was formal legal data about Noriega's grossly unethical misconduct in this matter, drawn from an investigation by the  Arizona Board of Behavioral Health Examiners, and their formal findings:

At a March 09, 2012, meeting of the Arizona Board of Behavioral Health Examiners Social Work Credentialing Committee, the Chief Operating Officer at the Arizona State Hospital, Donna Noriega, was found to have engaged in unprofessional conduct in violation of her status as a licensed behavioral health specialist, as follows:

      (12) Unprofessional Conduct 
      (c)   Any oral or written misrepresentation of a fact by an applicant orlicensee
       (i)   to secure or attempt to secure the issuance or renewal of of a license.

15 months after the above mentioned BLOG article was published, investigative reporter David  Biscobing of ABC Ch15 (Phoenix) produced his own prime time television report specific to Noriega's unlawful misconduct.        'The board found Noriega misrepresented the work and experience of a long-time colleague, who Noriega was helping to get a new social work license.
         Under the penalty of perjury, Noriega inflated the number of practice hours for the employee by more than 1,500 hours and said the employee held job titles at the state hospital that she never worked.'

With the above information in mind, let's consider the fact that the core elements of Donna Noriega's misconduct while serving as an administrator of Arizona's sole long term public mental health facility have everything to do with abject professional negligence, abuse of authority, and outright dishonesty; and other like ethical (or lack thereof) issues that we all know (today) directly contributed to well publicized tragedies that have captured to attention of the public for the last 2 years, ranging from physical, emotional and psychological abuse of ASH patients, which in some cases did in fact lead to at least three (3) avoidable deaths. 

Most specifically, from the above, how in the heck can Noriega- who as we all know was recently fired by the new director of ADHS along with a handful of other clearly malicious wrongdoers directly associated with ASH (Noriega, Nelson, Bloomberg) be trusted when it comes to "a comprehensive continuum of care designed to help at-risk girls from 10 to 21 overcome issues of abuse, neglect..... and behavioral and/or mental health problems..." ?!? As the facts have proven, this woman did willfully perjure herself with respect for the qualifications of a person who sought to function in the same capacity as Noriega herself, which in my opinion clearly illustrates an abject lack of understanding/concern about the significance of her given obligations and responsibilities; and without doubt, this one specific example of the woman's willingness to flaunt the law is far from the only instance wherein she acted in this manner. As the record shows, when it comes to people such as Cory Nelson, Joel Rudd, Dr. Steven Dingle, Donna Noriega -and on the list goes- this sort of misconduct is standard practice. Therein, the reason for why we, the staff of The Arizona State Hospital and Patient Abuse have chosen to directly communicate with the administrative office of Florence Crittenton, as illustrated in the opening paragraph in this article (above). 

IN CLOSING: Where does this insanity end? How is it that these sorts of bottom feeding individuals so easily find safe haven in Arizona's overall public health care system? Acquiring crucially needed authority over the care needs and interests of persons known to be vulnerable to abuse, negligence, and associated indifference. I've said it before because it's true: 

These people are predatory in their desire to oversee the care needs and interests of at-risk populations, be it children, the seriously mentally ill, or the elderly. No less so then Roger Allen Forney, the convicted child predator hired to work at ASH in 2011 despite his prior criminal history in the same context, all of which was included at the time of his hiring in his Arizona public record. All of them, a danger to the public interest and welfare. Bottom line. 

That said, why not get involved in seeing that Arizona improve upon its obligations to the state's most at-risk citizens; and take action in your own right, by contacting the Arizona office of Florence Crittenton, via the below contact information. at ASH, and anonymous comments are fine.
