To what extent must our consideration go if one is grasp how and why state employed health care providers so willingly flaunt established standards of law and policy? This consideration is particularly disturbing when the victims of such providers are vulnerable to negligence and abuse on the basis of serious mental illness, lawfully committed to state managed health care facilities, including but not limited to the focus of this blog, Arizona State Hospital (ASH).

With direct regard for at least one recent staff person at ASH, former since-incarcerated security guard Roger James Forney, a twice convicted sexual predator of children, I am of the opinion that such public mental health facilities both attract and offer safe haven for decrepitly evil and sadistic persons.

(This blog has published a number of articles specific to this man, beginning in January, 2013; see January 24, 2013, "Busted! Arizona State Hospital Security Guard Roger James Forney Arrested After Allegedly Dumping stash of Child Pornography- and he may very well still work there! Business as usual at ASH.)

As We are talking here about a sexual deviant who specifically preys upon highly vulnerable persons, including but not necessarily limited to children, who does, as such, purposely seek out direct access to his victims in as unfettered a manner as possible. Where better then, some might say, then a state managed mental hospital facility such as ASH?


I have shared in the past my thoughts on this specific topic, and have concluded via reasonable research that at least some of central characters specific to the recent history at  ASH would qualify as being affected by mental illness in their own right. Freakishly whacked egotistical characteristics, in association with a presence of seemingly charming or otherwise trustable personality, yet paradoxically present in relation to a clear disregard for the wellbeing of others, with a use of deception, fraud, manipulation and  intimidation as the means by which to carry on with it all, the evidence therein of impaired empathy or remorse, and an absolute abandonment of responsibility to such a degree the unnecessary risk taking becomes standard practice.

Roger Water and David Gilmour of Pink Floyd were right on point in characterizing the behavioral characteristics or persons who willfully prey on others in lesser power. Believing, in this sense, in your own ability to deceive others, relying on exploitation of trust in order to do this, and doing so with impunity due to twisted feelings of superiority.

Point in Fact: Prior to applying for the position of CEO at ASH in 2011, Cory Nelson was a central participant in a financial scandal in his then home, Rapid City, South Dakota, wherein he was complicit in unlawfully receiving a tax-payer funded salary raise, 100% behind the backs of the citizens who paid his very salary there. He did this, virtually stole from the pockets of South Dakota citizens with no regard for their rights, and then ran straight to Arizona, where ADHS Director Will Humble gave him the job of overseeing the care needs of one of Arizona's most vulnerable populations.  

It is evident that we are today seeing this pattern of abject corruption, from hiring of friends (ASH's current  Aaron Bowen hired Kathleen Wynn as the Hospital's Quality Control Officer, in graphic defiance of her very checkered history), to protecting the reputations of persons who are basically dirty to the core (such as longtime ASH CMO Dr. Steven Dingle in spite of his known record as an\ sexual abuser of women), and a number of other like exhibitions of it all. 

While the theme of this particular musical score- "Dogs"- refers most clearly to the cut-throated character of power-ridden businesspersons, I contend that this reality quite necessarily extends to individuals granted power and authority over the care needs of the persons with physical or mental disability; vulnerable populations, more succinctly, who have historically been subject to overwhelming disenfranchisement-  including the ASH patient community- due to the brutal nature of such poer brokers. Likewise, bureaucrats occupying the highest positions in state health departments, who have little to no actual connect to the ones they are supposed to serve, with no sense of remorse or other like form of conscientiousness in respect to this issue.

How crazy, then? Enough so that you very purposely seek avenues by which to abuse others, ignore your given responsibilities and ideally- in your twisted mind(s)- get away with it all; all due to your equally real need to satisfy psychologically perverted hunger. 

Ted Bundy is only one form of monster when it comes to sociopathic pathology. Murder of the souls of others, as such, takes myriad forms. I contend that too worsen the struggles of persons affected by serious mental illness when you are, in fact, required as per your title and qualifications to optimize the care needs of treatment of such persons, is tantamount to the presence of Bundys in American society. The main difference is not about the severity of their misdeeds, but rather, that persons such as Cory Nelson and Roger Forney (and on that list goes) occupy trusted roles in dysfunctional bureaucracies such as ADHS, wearing their club ties and uniforms as a means to dupe society and get away with murder in its myriad forms.

Point in fact: Almost immediately following being fired from the Arizona Department of Health Services, Cory Nelson deceitfully acquired licensure through the Arizona Corporation Commission, declaring himself therein as a "Professional health care consultant." What audacity! What abject disregard for his known record as failed health care professional What utter lack of concern for the harm imparted by him upon individuals disabled by mental illness! Herein, just more evidence to the effect that Nelson's egocentrism limits his capacity to recognize the depth of his very real criminal nature, as though he above it all.

These, the core elements of only one man's lack of character, a man centrally involved in what some some mental health care advocates refer to as "The ugliest public mental health care facility scandal in the new millennium." A man who escaped criminal prosecution by the skin of his teeth, he and several other individuals directly complicit in furthering this scandal in defiance the public interest, continually as said public increasingly learned about it all. A man who then goes on to identify himself as reliable, qualified, and up to meeting the responsibility of functioning as an ethical health care consultant.

That said, as long ago as 1930, psychologist George E. Partridge determined that sociopathy is a personality trait, or collection of traits, characterized by persistent antisocial behavior, impaired empathy and remorse, and bolddisinhibited, and egotistical traits; while even a contemporary layperson(s) description (www.dictionary.com) of this specific diagnosis clearly state:

Sociopathic personality: A person with a psychopathic personality whose behavior is antisocial, often criminal, and who lacks a sense of moral responsibility or social conscience.

More formally speaking, American psychiatrist Hervey M. Cleckly (an early contributor to the Diagnostic and Statistical Manual of Mental Disorders ["DSM", first ed. 1952, most recent ed. 2013], and also involved in the 1979 prosecution of serial killer Theodore "Ted" Bundy), went further in detailing sociopathic traits, as to include superficial charm and good intelligence, absence of delusion or other signs of irrational thinking, absence of nervousness, unreliability, untruthfulness and insincerity, lack of remorse or shame, poor judgement and failure to learn by experience, pathological egocentricty, specific absence of insight, and a small host of other such character defects (see "Mask of Sanity." Hervey M. Cleckly 1941).

A much more recent article in Medical News Today, "What is sociopathy or anti-social personality disorder" (by Zawn Villines, reviewed by Dr. Timothy Clegg, Phd., CRNP; Saturday November 25, 2017) provides a summary checklist by which to diagnose a person with sociopathic of anti-social personality disorder, as follows:

-making decisions based on one's own needs and desires without considering the needs of others;

-lacking concern for the needs, feelings, or pain of others, and lacking concern after hurting others; 

-exploiting others; 

-using lies, domination, or intimidation to control others;

-exhibiting manipulative behavior, including using charm or ingratiation for one's own benefit;

-exhibiting dishonest of fraudulent behavior;

-possible enjoyment of sadistic behavior such as hurting others;

-lacking inhibitions, which may cause a person in power to disobey rules, abandon their commitments and responsibilities, or take unnecessary risks.

All points of the above list are consistent with the patterns of corruption at ASH over the years. Literally, as documented and on the known record. 

There are countless avenues by which to seek understanding in relation to the history of ASH, and other such mental health care institutions. Via the above body of easily accessible data, it certainly seems possible to me that, by reviewing the documented misbehavior and arguably criminal misconduct of Cory Nelson, Donna Noriega, both whom were employed by Arizona Department of Health Services (ADHS) and granted in context to oversee the operation of ASH circa 2010-2015, these two highly entrusted mental health care professionals possess most if not all of the basic characteristics specific to sociopathic if not psychopathic disorder(s). And who is to say that current administrators don't share these specific behavioral characteristics?

It is utterly unnerving to look at
Nelson's seemingly charming, smug-ass, smiling face while simultaneously considering the degree to which he deceived the public in direct relation to the scandal now known about ASH in that time period. I recall him strolling around ASH with a casual smile on his face, flirting with female patients, and coming off as some sort of stud muffin with more power over the lives of ASH patients then any other person or persons. Superiority complex defined.


He engaged in this- all of it, fraudulent misbehavior, lies, domination, manipulation, intimidation, 100%  for his own  benefit; therein lacking inhibitions that may have deterred his willingness to disobey rules and abandon his commitment to the public interest; and flagrantly taking unnecessary risks by patently ignoring the flow of information that underlay his ultimate downfall- while having direct knowledge about the harm that his manipulative and fraudulent misconduct created in relation to the wellbeing of the ASH patient community.

Equally unnerving, the face of Donna Noriega, eyes seemingly shadowed by internal conflict if not doom, but then again, maybe she's simply not photogenic. And this Goldbloom fellow, who came to Arizona from South Dakota via Nelson's personal invitation, in order to take part in an increasingly corrupt body of state authority; a private clubber, as in, a one time tennis star (of a sort), who after his summary dismissal as practicing attorney in Arizona, seemingly unscathed, crawled back to the hole from whence he came, Rapid City, South Dakota. 


The plain fact is that, as a direct result of this scandalous history, several ASH patients died tragic and preventable deaths (such as the deaths Chris Blackman and Mary "Frankie" Adams circa 2013-14, both of whom were friends of mine), but these deaths had no impact at the time on the ongoing misdeeds of ASH administrators, and nor did the death of Phoenix resident April Mott. While any range of other like issues- basic abuses of patient rights and care needs, much of which I witnessed and experienced as as ASH patient (2011-12) were also occurrent on a daily basis, this reality for the entirety of time that Nelson and his boss, former Director Will Humble routinely fed the public a litany of untruthful propaganda designed to condone these issues, in patent defiance of the welfare of ASH's disabled patient community. They did this in so depraved a manner that I have little choice in considering the possibility that these men are no less affected by mental illness then I myself happen to be.

Will Humble did- as a matter of plain fact- evade the onslaught of exposure about ASH's 2012-2015 scandal by unexpectedly resigning his position at the head of Arizona's health department, only weeks before the summary firing of no less then seven state employees with direct association to the operation of ASH in spring, 2015; he clearly managed this through having been tipped off about what was coming up, in effect, by highly other entrusted state officials- who exactly we may never know. Yes, burying his proverbial head in the sand as a means to avoid the accountability that so many others directly associated with the operation had to contend with. Chickenshitted absence of heart and conscience, bottom line.

And to take it further, the photo of twice convicted sexual  predator of children, Roger Allen Forney, who was hired to work at ASH despite the of these two convictions; and who did, in attempting to defer the significance of his criminal misconduct, claim that "evil" imparted on him by the Christian devil was the primary causation for his depraved misbehavior.

I well recall Forney, and his skill at befriending a number of lower functioning ASH patients through exhibitions of seemingly reasonable intelligence and friendly personality. Feeding on them, in effect, manipulating and controlling them so as to gain a sense of unjust power.

But in my case, there was a point in time when
Forney and his on the job pal, Bee-bee, engaged in blatant lying about a matter specific to my behavior as ASH patient; they did this directly in front of me (with no other witnesses), as though I would not recognize them for just who they were, more then obviously using these lies as means to intimidate, manipulate, and control me (it didn't much work); while just as clearly 
lacking inhibition in terms of presenting this twisted line of misconduct, abandoning as a matter of clear fact their responsibilities as employees of ADHS. They, like the whole of the ASH administration at the time, did so with impunity.

As result of this event, I definitely recognized that something about Forney and his associate security guard, Bee-bee, was quite off. But I would have never suspected much less known just how deeply sick this man is, in fact, had he not been identified and again prosecuted for his sexual predation of children while in fact working as an ASH security guard.

How is it that such a man as Forney - who did have this criminal record at the time that he was working at ASH- would be hired by ADHS officials? This record was public knowledge at the time he was hired, and the standard ADHS application process includes dissemination of such a history, and yet nonetheless, ADHS Office of Human Resources chose to allow Forney  an opportunity to oversee the safety and care needs of ASH's disabled patient community. While I cannot state any concerns about the man Bee-bee outside of the above mentioned incident (as far as I know, he still works at ASH), it is true that he regularly expressed a devout commitment to the tenets of Judeo-Christian values, bible thumping as it were, which I today believe was his fundamental m.o. as a deceitful and outright abusive member of ASH's security staff.

And never would I have presumed the void of ethical character later exposed when it came to the various individuals taken down in spring 2015, most of whom I had previously identified in this publication.  

These factors support the essential fact that persons such as Forney, and it only follows, long time ASH Chief Medical Officer Dr. Steven Dingle, a known sexual abuser of women working under his authority, can and will find safe haven within the walls and fence-lines of Arizona's sole long term public mental heath care facility. Proving as well that throughout the whole of the ADHS construct, e.g. the Office of Grievances and Appeals (Margery Ault, Teresa Bedoni, , persons of similarly questionable character (Greg Honig) are involved in creating so broken a line of health care services, that even the state's most vulnerable clients are put at risk of harm, including preventable  death.

That said, it is not that I am affected by mental illness, as at least some of these individuals, as well. It is, rather, the nature of their given psychological issues, causing a need to engage in sexual predation of children- Forney- or persons under their given authority-Dingle- and to radically flout the significance of established law and policy- Noriega, Nelson- with the full support of higher ranked health care "professionals"-Humble

These people deserve help. It would be in the public interest, and could arguably absolve the threat of them pulling the same shit in a different meadow.

History does NOT have to be repeated. And the fact that some of us- humans- are killers, abusers, or violators of the rules and regulations, DOES NOT mean that all of us must need to be the same. Just because it seems to be standard practice, the historically proven willingness of past authorities in ADHS to ignore their responsibilities, and to flaunt the law and policies specifically enacted in order to protect the rights of the ASH patient community, there is no excuse to believe that this has to be the case.

And yet it apparently is. Yet again.

Learn, people, grow. Stop digging your own graves and providing the nails by which your proverbial coffin will finally be closed.

Do the right thing. While you still can.

And indeed, Dr. Christ, things are about to get far more complex, harder that is, then anything you have ever dealt with so far in your current position in the ADHS construct. I did all I could to deter this reality, including by directly communicating with you in your first months in your current position, You assuredly recall this, your email to me, wherein you declared that "Things at the Hospital are much better today...."

While I was willing to accept this possibility on the basis of that communication, I knew far too well that this claim might have been somewhat skewed if not entirely inconsistent with fact and truth. Exemplary of the gaping disconnect between individuals occupying the highest positions in state and federal bureaucracies, and the ones at the bottom of the system who have every right to provided with optimum care and treatment.  

So much for smiling faces. What we know about the diagnosis of sociopathy and/or anti-social personality disorder puts these faces out in the light for just who and what they possibly are. Nelson, Noriega, (Bundy), Humble, Christ... Pfffttt. 

Virtually in power, and near literally protected by a system of dysfunctional bureaucracy, able as such to defy regulatory standards by which they are employed in the first place. For the moment, that is.



There are a range of developments occurring even as this article nears publication. It is imperative that the public realize that things at ASH are little different if different at all from the period 2010-2015. We the staff of PJ Reed The Arizona State Hospital are continuously fueled by the flow of information landing in out office on a near daily basis. It is not fun work, it is not self-serving nor in the interest of anyone not hospitalized at ASH today.



But it is what it is, work, and someone has to do it, for the public need to know.



And so they will.

It's coming... Again. Are they listening? Do they even care?

Again. History repeating itself. Due to nothing more or less then highly entrusted and yet stone deaf bureaucrats and absence therein of character. Regardless of relative education (MDs, MBAs, JDs, and on that list goes) and clear awareness of Arizona State Hospital's three decade history of substandard health care practices and relevant corruption, which again and again has led to direct federal oversight and accountability, this is how it goes.      

Again. Just as it went down circa 2012-2015. Increased attention to the corruption in Arizona State Hospital's administrative offices, on the basis of heightened exposure specific to abuses and violations of the rights of the facility's at-risk patient community. Leading to yet more federal oversight and consequent accountability, all of which could have been avoided if only the Rat Bastards directly associated with the operation of ASH had the conscience to heed valid information and data about the issues at stake.

Again. Forcing us- and anyone else of reasonable intelligence- to wonder how many of the current bad actors in this context will again engage in utterly despicable deceit as a means to preserve ongoing abuses of ASH patients? Duplicity not limited to destruction of public records, perjury, issuances of obvious propaganda, complicity between all involved parties, and the willingness to further discrimination and directly related antipathy towards the welfare of persons affected by mental illness. 

Who are these people? Where in the hell do they come from!?

Below: A summarized overview of history specific to the 2011-2014 exposure(s) of scandal and criminality at ASH, and the 2015 eruption wherein no less then seven individuals directly associated with the operation of ASH are summarily fired, including persons who have always been central to articles published herein.   

2011-13: Patient PJ Reed is admitted, late morning January 11, 2011, to Arizona's sole long term public mental health care facility (ASH), upon which- literally- an unopened bottle of Ambien is immediately stolen from his property. Following which, only hours later, Reed witnesses psychological abuse of imparted by a charge nurse named Peggy (the one with the white hair who never- ever- got out of her chair at the nurse's station) upon patient Josh V., inducing an emotional break that leaves Josh sobbing of the floor. 

PJ Reed to the nurse Peggy: "If this is how you do things around here, you aren't going to like me at all."

These, and other very similar incidents arising during Reed's initial 72 hours as an ASH patient, compel him to bring his concerns to his assigned primary ASH psychiatrist, Dr. Laxman Patel, precisely as per hospital protocol and directions included in ASH patient manuals. 

To which, Patel replies: "This is the state hospital. What do you expect?"
    
Thus, in part due to Reed's belief that there's no just cause for ASH to operate in a manner inconsistent with established health care practices- just as any other American hospital is required to- suspicion arises that he has entered a setting eerily akin to the third world. Equally thus, on the basis of Reed's basic awarenesses as a contemporary human being that state mental hospitals are well known for substandard care practices and conditions, comes an all-but latent sense of duty to others, and the decision that none of should be ignored or otherwise left unaddressed. 

Patel: "Pay attention to your own treatment, and not of that of other patients... What do you think, that you can change the system?"

And therein, ultimately out of concern about his own welfare and that of his ASH patient-peers, Reed's effort to seek that these issues be addressed includes utilizing the Hospital's formal grievance protocol, which is supposedly, as per the state of Arizona's code of administrative law, designed to serve the welfare, care needs, and rights of any ASH patient-client-consumer. This effort, always of good faith and well intentioned, is in no way based on seeking conflict, on the simple basis of Reed's sincere expectation that the entrusted state employees working at ASH and beyond in the ADHS construct will meet their given responsibilities in context.

Leading Reed- next- to realize quite dramatically that even officials in the state's department of public health services, most specifically in the ADHS Office of Grievances and Appeals, have no willingness or conscientious ability to serve the interests of ASH's patient community, in graphic defiance of established law and policy. Ergo, the identity of issues requiring due resolution, the related awareness that no related authority is willing to do anything about it, and the burdensome decision to at least try and do something about it himself. Because somebody had to. Bottomline. 

Therein, over a period of thirteen hellish months, Reed documents a vast range of details specific to abuse of ASH patients, related staff ineptitude, and abject misconduct of individuals in the facility's office of administration. He does so despite the attempt of ASH administrators and certain of the Hospital's lower ranking staff to cow him into submission, some of it outright retaliation, putting Reed's very life and limb of grave harm. And he does with the support of some ASH staff- "Good Staff"- who share the opinion that the ASH patient community is deserving of reasonably optimum care and treatment, staff who are also subject at times to administrative retribution for having a fundamental sense of conscience and compassion for others.    

April, 2012: Three weeks after his February 21, 2012, discharge from ASH, the founding in April of the blog site, "PJ Reed the Arizona State Hospital and Patient Abuse." This post-ASH area of effort arises due to the plain fact that no aspect of the author's good faith advocacy as an ASH patient received  reasonable response or approach to valid remedy. Via this realm of experience- thirteen full months as an ASH patient- a number of highly entrusted state employees, including but not limited to Hospital staff/administrators and officials in the state's Office of Grievances and Appeals, are identified in the blog's earliest articles as being complicit in condoning patient abuse(s) and related staff wrongdoing, wrongdoing that extended far beyond the realm of ASH's interior. Herein, PJ Reed's decision to expose these issues via public discourse and the realm of openly shared blogging on the internet, still and as always on behalf of the ASH patient community.    

June-August 2012: Four separate hearings are convened in AZ Administrative Court, each derived of grievances and appeals filed by PJ Reed while hospitalized at ASH; none of these cases receive reasonably equitable relief from the puppets granted authority of such hearings. As such, Reed is forced to conclude that this venue is nothing other then a puppet court, with no capability to actually defend the rights and needs of the ASH patient community, regardless of the severity of issues and evidence included in the case filings. Reed thus decides to publish the transcripts of these cases in the blog.   

2013: Contact and collaboration begins between ABC Ch15's (KNVX) David Biscobing as he initiates his own investigation of ASH. By this time, over 275 articles had been published in PJ Reed the Arizona State Hospital and Patient Abuse. Biscobing contacts Reed via the blog, asks for this collaboration, and states the desire to draw upon data contained herein. Reed agrees wholeheartedly. 

2013-2014: ABC Ch15 airs a number of prime time reports derived of Biscobing's investigation. Being a legitimate media outlet (with far more resources than this blog at the time), Biscobing's superiors use the legal system in order to ensure that Hospital administrators do not get away with suppressing public interest information and data about the presence of substandard health care practices at ASH, including patient abuse and staff misconduct. 

Former ASH CEO Cory Nelson: "This is the sort of shit that gets people like me fired!"

Early 2014: ADHS Director Will Humble promotes Cory Nelson to the position of Deputy Director in Arizona's department of behavioral health services.  

Mid-2014: The second of two crucially needed federal inspections occurs, by which the Hospital falls into risk of losing its operational license. Proof emerges of Will Humble's complicity in condoning ASH corruption, and inability to abide by law and policy.

January 2015: With no notice, Humble unexpectedly resigns his long tenured employment with ADHS. 

Spring 2015: No less then seven state employed individuals bearing direct association of the operation of ASH circa 2011-2015 are summarily fired/scapegoated by newly appointed public health care czar Dr. Cara Christ. Most of these wrongdoers had been identified on the internet by the most critically published articles since this blog's 2012 founding, including Hospital administrators and their direct superiors in the department of health.

DATELINE 2018: All of it clandestine misconduct, including but not limited to willful and unlawful concealment of incidents at ASH that are to be reported to the public (in the public interest), overt intimidation directed towards lawfully present advocacy resources (as nothing less then a hoped for means by which to further conceal the occurrence of such incidents), and directly willful complicity between Hospital executives and state health department officials in protecting Hospital staff who are most responsible for this situation (which we believe is 100% oriented towards condoning substandard health care practices at ASH). All of this-all of them due immediate oversight and accountability.

On behalf of nobody other then the Hospital patient-client-consumers, patient's families, and the public interest as a whole. 

And as with the original intentions of the staff of PJ Reed The Arizona State Hospital and Patient Abuse, we today are still attempting address these issues in a good faith and well intentioned manner, as always on behalf of the ASH patient community, all of whom are client-consumer's of the services to be provided under the authority of Dr. Cara Christ, Director of Arizona Department of Health Services, and a range of other entrusted state employees who have direct association with the operation of ASH, dateline 2018.
