Of Dr. Steven Dingle. Continued.

Who was found guilty of grossly unlawful sexual misconduct in April, 1997. This relates to a period of time when he was working in a private Phoenix area hospital, prior to becoming a member of the psychiatric staff in Arizona's sole long term public mental facility, The Arizona State Hospital (ASH). Determined as being guilty by the AZ Board of Medical Examiners of sexual abuse/harassment while working "on the clock) as a medical doctor. These are the kind of people we are talking about.

It's pretty disturbing, the data contained therein, reflecting this doctor's highly questionable character. No only did Dingle engage in outright sexual abuse of persons training under his supervision, this misbehavior created enough trauma that at least one of his victims had to resign her position as a doctor in training under this man's authority. It's that bad.

In sum, on numerous occasions between 1994 and 1996, Dr. Steven Dingle- who is today the Chief Medical Officer at ASH- did willfully violate state and federal law specific to his role as a practicing medical doctor, as per the findings of the AZ Board of Medical Examiners, and as dictated by ARS $32-1401(15), and ARS $32-1401(25)ii. Sexual abuse/harassment personified. Blatant manhandling of female residents (physicians in training) under his supervision at the time. 

Utter abuse of power in a context of sexual deviance. Bottom line. 

Given the evidence specific to sexual abuse and other like deviance occurring at ASH while Dingle has served (the public interest) as the Hospital's chief medical officer, I contend that this newest data about the man puts Dingle on a par with former ASH security guard Roger Allen Forney, who as we all know by now, was hired by ADHS in 2010 despite his prior convictions for sexual exploitation of minors (child porn- the man is a pervert through and through). In 2014, Forney was again busted for the same charge, sexual exploitation of children, while in fact employed and working at ASH; and he is now where most of these Rat bastards need to be: 

IN PRISON.

In terms of Dingle's history in this matter, sadly, but not surprisingly, he  was not subject to anything more than a standard letter of reprimand, despite the fact that his known conduct in this matter did occur in gross violation of law and policy. A virtual slap on the hand (we can thank the Arizona Board of Medical Examiners for that). And leading to his future at ASH, wherein Dr. Steven Dingle was most definitely complicit in administrative misconduct while persons such as former ASH executives Cory Nelson and Donna Noriega engaged in now proven malfeasance. 

There is simply no way that Dingle was unaware of the corruption occurring throughout the entirety of the ASH operation circa 2010-2015, for as the facility's Chief Medical Officer, it is Dingle who had the primary responsibility as a functioning ASH physician to ensure that his client-consumers (the ASH patient community) were being provided with optimum medical care.

And no surprise, either, that Dingle subsequently found safe haven for his highly questionable character in the Arizona Department of Health Services, working as he has for years as the Chief Medical Officer at Arizona's sole long term public mental health care facility, in relation to what many are characterizing as the deepest public mental health facility scandal in the new millennium, a position he still holds today. This, in graphic defiance of meaningful accountability with direct regard for his undeniable complicity in furthering well established (proven) corruption in the administrative offices at ASH, where he resides in his current position as the ASH CMO.

I couldn't make this stuff up if I had to. It's that bad.


Dingle has to go. Bottom line.

I will again implore ADHS's new director, Dr. Cara Christ, and ASH's current (for now) CEO, Dr. Aaron Bowen, to consider the implications specific to Dingle as they stand, with respect for known misconduct prior to working at ASH, and as they apply to what we all know about the egregious misconduct of ASH administrators circa 2010-2015. Anything less is tantamount to the wrongdoing that we all know about today with respect for the egregiously sickening mistreatment of ASH patients across the board.

Of Dr. Steven Dingle. Who, as the acting Chief Medical Officer at The Arizona State Hospital in 2011, was centrally involved in the now well known cover up of a violent escape of an equally violent patient named Jesus Rincon Murrietta.

(see JJ Hensley's four page feature article about the Murietta case, entitled "Victims family wonders why man was free." Arizona Republic newspaper, Sept. 29, 2011.) 

SIDE NOTE: I attest to having been the first to report this story, as an informant/whistleblower, shortly after Murietta had escaped ASH, by contacting The AZ Republic's news desk while I was still hospitalized there at ASH, and informing them: A) that a very violent patient named Jesus Murietta had violently escaped ASH 3 days prior, putting the greater public at risk of grave harm; B) that Murietta was also known to be suicidal and as such known to pose great risk of harming himself, and that he had escaped the Hospital at around 10 p.m. with nothing but the clothes on his back, no identification, no money etc. into central Phoenix, a very dangerous place in its own right; and D) that it had become obvious to me that Hospital officials were in a process of covering the escape itself, and that in my opinion, this was to avoid oversight for having failed to protect the public.

INTRODUCTION

This article will be brief. But it is critically relevant to the presence of any still employed members of the ASH medical team-psychiatrists, most namely- who were working at ASH in May, 2011. In this context, no one ASH psychiatrist more significantly played a role in the above mentioned cover up of Murietta's escape then the Hospital's Chief Medical Officer, who must participate in any/all process of "discharge" of any ASH patient, at any given time, in any given circumstances. And in May, 2010, that CMO was Dr. Steven Dingle.

(Murietta later went on to brutally murder an innocent young Phoenix woman named April Mott, a most definitely avoidable tragedy that would not have occurred if not for the cover up itself).

Cory Nelson's Ongoing Lies: Herein, a good hard look at the state of Arizona's statutory provision(s) underlying voluntary versus involuntary status in the context of hospitalized mental patients, with specific respect for ASH' CEO's untruthfulness in relation to the letter of law specific to the topic. 

DISCUSSION

            ARS 36-531. Evaluation; possible dispositions; release
A. A person being evaluated on an inpatient basis in an evaluation agency shall be released if, in the opinion of the MEDICAL DIRECTOR in charge of the agency (DINGLE), further evaluation is not appropriate unless the person makes application for further care and treatment on a voluntary basis. 
B. If it is determined upon an evaluation of the patient's condition that he is, as a result of a mental disorder, a danger to self or to others, is persistently or acutely disabled or is gravely disabled, the MEDICAL DIRECTOR in charge of the agency (DINGLE)  which provided the evaluation shall, unless the person makes application for further care and treatment on a voluntary basis, prepare, sign and file a petition for court-ordered treatment unless the county attorney performs the functions of preparing, signing or filing the petition as provided in subsection C of this section.
C.The agency may contact the county attorney to obtain his assistance in preparing the petition for court-ordered treatment, and the agency may request the advice and judgment of the county attorney in reaching a decision as to whether court-ordered treatment is justified.

I was compelled to publish this revised article today because it recently came to my attention that Dr. Steven Dingle is once again serving as the Chief Medical Officer at ASH. The fact is, due to the grossly unlawful plutocracy of The Arizona Department of Health Services, former ADHS Director Will Humble literally awarded Dingle shorty after the evidence about the Murietta case was published in a four page feature story published Phoenix's major newspaper, The Arizona Republic (see "Victim's family questions why man was free", by JJ Hensley, Sept. 29, 2011) . "Awarded" as it were by being granted a major advancement, wherein Humble appointed Dingle to the Chief Medical Officer of the entire Arizona Department of Behavioral Health Services. Standard practice at ADHS, a classic in-house perk granted to any staff at ASH willing to preserve the status quo there, wherein patient abuse would be condoned merely in order to keep things at ASH just the way they have been, in a condition of grossly substandard medical-mental health care practices. 

As dictated by the above provision of ARS 36-531. Evaluation; possible dispositions; release; the MEDICAL DIRECTOR in charge of the agency (DINGLE)  which provided the evaluation shall, unless the person makes application for further care and treatment on a voluntary basis, prepare, sign and file a petition for court-ordered treatment. But as we all know today, Dingle blatantly defied his obligations in this context at that point in time when ASH administrators decided to misrepresent the factual details about the Murietta escape from ASH in May, 2011, a gross misrepresentation which again led to the tragic death of April Mott. It's that simple. If not for Dingle's actions in this matter, April Mott would not be dead. 

If it isn't obvious by now, I will just say it again. Dr. Steven Dingle has long been 100% engaged in allowing for the substandard conditions at ASH and he STILL getting away with. As is Joel Rudd, Laxman Patel, Pervaiz Akhter, Rosa Rojas-Ramos, and on the list goes.

IN CLOSING. 

I have asked the new director of AZ's Department of Health Services, Dr. Cara Christ, to take a good hard look at Dingle's record at ASH, and take any/all appropriate action in order to ensure that this particular miscreant is held accountable as per the requisites of his medical licensure as well as the letter of law. I also passed on to Dr. Christ other unrelated information about some of the crap Dingle has been up to since returning the ASH earlier this year; information which came to me last week from one of my long time informants, who continues to work on behalf of the ASH patient community within the walls and fence lines of ASH despite the risk he knows he is at should his information sharing be discovered, given how far these Rat Bastards are willing to go in order to avoid being exposed. Far beyond the hazard imposed upon me by the retaliative actions of Dingle and Cory "meathead" Nelson (Nelson, as we know, has since been fired and is likely facing very serious criminal charges, placing the nature of his character right alongside that of sexual predator Roger Allen Forney), looms the death of April Mott, proving beyond doubt the FACT that these people are willing to put the greater public at risk. Do whatever they have to, in other words, in order to get away with being the monsters they are, in fact. 

I said it years ago: "I couldn't make this shit up if I had to."

Of Virginia Baccellia, and ASH Nursing Staff.

INTRODUCTION
The following article was published late August, 2012. Less then 6 full months following my discharge and the inception of this blog. It was a strange time in the life of the blog itself. We had yet to receive much attention, for one thing; and, indeed, to that date virtually no direct comments to any of the blog articles published through those first months. Overall dedicated visits to the blog at that time- by August 2012- had only reached the mark of 200, give or take; and in graphic contrast to now, wherein the blog recently cracked the 100,000 mark of such dedicated visits. 

Fact: I began encouraging ASH staff to do the right thing while I still hospitalized there, but regrettably, those efforts were of no avail. Likewise, in all of my earliest articles, which began with the founding of this blog in March, 2012, I included comments to the effect of how staff were effectively putting themselves at risk, with no one to blame but themselves, both in terms of the fact that ASH administrators could not be trusted, neither by staff or patients, as well as in a context of the very real fact that all employees of ASH were and are still bound by the terms their state employment contract, terms of employment which do require that any person employed by the state of Arizona possessing information about unlawful misconduct specific to their given job experiences actively report such information to the appropriate authorities. This fundamental area of civic duty extends in the realm of public education, public elderly care, public library responsibility, and any other like form of state managed agency); but here again, in the period 2012 into early 2013, no ASH staff had the resolve to meet this aspect of their given obligations, again, as per the terms upon which the state of Arizona accepted such persons into the state employment pool. 

That said, once the blog finally did begin receiving reader comments in late summer, 2012, those comments were always offered in bad faith, extending from actual threats of harm, to blatantly untruthful attempts to discredit the data that I had to that time published in the blog. The following article discusses this. And I am compelled to emphasize, as well, that this nurse, Virginia Baccellia, only represents the tip of the ice berg in  terms of the deeply embedded sickness of many ASH staff. Sociopathic. Pathological. However you want to put it, it applies to these sorts of people. The vast majority of whom have yet to identified by the oversight now being directed at the ASH operation in general. 

This is why I am here, of course. Still writing. About ASH. Because no matter how much "official" attention is directed at ASH, there will always be persons like Virginia Baccellia still running amok in our public health care system, feeding like hyenas in the dirty water exemplified by the administrative corruption at ASH, feeding that is, on some of humanity's most at risk and vulnerable women, men, and children. And if not me, then who else? This nature of my mission for over 4 years.

At Last! Following six months of writing, and the publication of hundreds of thousands of words of raw (unedited) text, compiled today in over 135 full length articles, all reviewed by over 6400 visitors to this blog (to date), a current employee of The Arizona State Hospital has finally blessed us with a comment. Lord, stop the movement of the earth, why don't you? For Virginia B. has spoken!

July 12... I don't know what bad civil unit you are referring to but I work at ash and like any other job there are no perfections. There is no abuse here. The nurses are actually cordial to the clients and staff have to float to fill in open positions in order to assist the patients.
I work Palo verde and float the iron wood and desert sage a lot. As providers we have to do what is best to keep the hospital safe for clients and staff. So to post this non sense is nonsense.

Thank you so much for your input, Virginia Baccellia! I cannot easily express the sheer joy that has accompanied your comments to my humble little writing project. I sometimes feel as though I am a tiny little fragment of humanity in a sea of waste, for I get so few comments from my readers, much less anybody from ASH proper; and I have been green with envy over the fact that the only web posted staff complaints about the out of control state of affairs at ASH are always directed to Cory "crazycorycorner.weebly.com" Nelson's personal website, rather to this blog. I mean, for crying out loud, who is he to get all the attention! But that is alright, and I am at risk of digression. I remain a humble writer, at best, and in the meantime, I hope you can find the time, Virginia, to read some more of my stuff, because lord knows, if you feel there is no patient abuse whatsoever at ASH, than you are sure have plenty of room for dissent. Because I challenge you, in effect (and in purely friendly terms, for I am as much a passivest today, as I was when I entered ASH), based on nothing other than my own good faith testament in direct contradiction to your opinion. In my opinion, patient abuse at ASH does occur, and often enough, that I refuse to let it go. I'm sorry, Virginia, that is honestly how I feel about your feeling that my "non sense is nonsense". But, hey! It's all good! If you do choose to visit again, I will continue to welcome your tidy little comments with open arms and a smile. I am sure that if you know best, you will do the right thing. 
    Meantime, I think I will share one- just one- very specific example of proven patient abuse (proven by the record, Virginia, on file there at ASH) that was imparted on me by one the ASH nurses, who you, Virginia, patently characterize in your comments to this blog as being "actually cordial." And feel free, Virginia, to look into this from your end of the conduit, so you can get the other side of the story, and all that. Specifically, I am referring to the often seemingly-bronzed goddess-not platinum blond named Mary Anne (it is not a tan, by the way, she uses some sort of skin dye on herself, or at least that's what she claims. Yeah, I know- freaky as hell!). She acted as charge nurse for the entirety of 2011 on Palo Verde East unit, and to my knowledge, she is still there today. She should, as such, be able to spot. 
      In late July, 2011, at about 9 p.m. in the evening, when I attempted to exercise my  lawful right to place a phone call to an advocate from the ADHS Office of Human rights named John Gallagher, Mary Anne instructed the phone operator to refuse to place my call. When I attempted, in the same calm tone of voice that I am satisfyingly well known for, to inquire as to why she, Mary Anne, was suddenly of mind to believe that she has more authority than state and federal law specific to the rights of hospital patients in this specific context, she oh-so cordially declared, at a moderately intense volume of voice (she yelled, end of story) the following verbatim statement:

        "Oh, no you don't buster- not on my watch! I know what you are up to!"    


Now, just so as not to give you the impression that I am weaving some sort of dastardly web of scandal designed to unreasonably discredit the service of each and every staff person at ASH, Virginia, (because there are- actually- at least a few good staff there at ASH, including on the nursing staff) I encourage you to go take a look at the posted advisory(s) that can now be found mounted on the wall directly over the patient phone stations there on Palo Verde East Unit (and in theory, as per ASH's sole patient advocate, Sonya Serda, above the phone stations in every other unit throughout the entire facility); as you can see, those advisories very clearly state that ASH patients have the unalienable right to place calls to advocates of any kind at any time of day or night. And guess what, Virginia? My personal efforts to see that Mary Anne's oh-so cordially demented belief that she has (had) the right to violate patients' fundamental civil and human right to freely exercise the right of self advocacy in this context led, in time, to those advisories being posted, there where they are directly above the phones, (presuming, that is, that they haven't been unlawfully removed), placed as such so as to ensure that the cordiality of certain ASH staff members doesn't- you know- lose touch with reality in terms of such matters. As in, the reality of law, and well establisher standards of care, and basic civility, and all that other pesky stuff. And as I have already stated, Virginia, this entire matter was documented following my ASH grievance about this event, all of which I kept the records to. I did that, Virginia, because I knew then, as I do now, that abuse of patients at ASH, people JUST LIKE ME, occurs as randomly as do the abused/neglected children in Arizona's Child Protective Services, and yet as regularly as a 25 year vegetarian's daily bowel movement. It is all pretty much the same, but only in Arizona, this day in age. 
     Virginia is correct, of course, in declaring that "in no job are there any perfections." An odd use of the English language, akin to her characterizing the "non sense" of my writing as "nonsense" (Ouch! Now that hurt!), but her point remains sound in my book. There are definitely no perfections to the practices of staff at ASH. And, of course, Mary Anne the Palo Verde east charge nurse did abuse her authority as a nurse and therein grossly violated my rights as a person, patient, and consumer in this one specific example (I have many, many other well documented examples). This is-indeed- far from perfect; far enough, in fact, that I had- but rejected- the opportunity to file a pretty darn serious formal complaint with the Arizona Board of Nurses after I was encouraged to do so by the same human rights advocate that I have already mentioned. There is no denying it, and the only reason I chose not to take the issue up with the licensing board at that time was due to my heartfelt concern for the patient community at ASH as a whole- because if there's anything someone like Mary Anne the Palo Verde east charge nurse doesn't need, it's another excuse/justification/resentment to abuse the patients. And at the time it occurred, by the way, it very much- er, uh- actually frightened the shit out of me, a seriously mentally disabled adult affected by major depressive disorder, for I was on the one hand similarly abused as a child by an adult woman who I had been taught to rely upon, while on the other hand, my inner awareness of humanistic autonomy and my right to self determination is directly central to my sense of a safe existence in a potentially humane world.    
     Thus, oh Virginia, these are very serious matters that flow right to the core of fundamental constitutional and internationally recognized human rights. Perhaps it is simply not possible for certain ASH staff (such as you?) to grasp these realities. Maybe it is simple denial, which is understandable, because who wants to be connected to a place as out of whack with common decency as I feel ASH is? My experiences, which admittedly are not always going to match those of ASH staff, taught me the hard way that patient abuse is somewhat the norm at The Arizona State Hospital. I cannot take responsibility for why or how certain staff at ASH somehow don't see this, whether it is an active choice or whether they are simply too dense, or whatever. Of course it could be that some of the worst staff at Ash are truly- as in actually- EVILAt a minimum, they can be goddamn mean, and where simple meanness fits into accepted patient care, I really don't know. 
     Whatever the case, any reasonably sound minded American knows that patient abuse is going to occur at some level in virtually any-all hospital setting, from the fanciest to the most run down, and while the abuse may or may not be all that horrific or extensive in some hospitals, it is also common knowledge to anybody familiar with state mental facilities that patient abuse is particularly insidious in settings like ASH, which is Arizona's only long term public mental health facility. No other public facilities to stake examples or comparisons to, no reasonably sound/objective source of history to rely upon; a vacuum, and nothing more, or less. It is that bad, the abuse, because to some, it is all a mystery, as though, indeed, lost in a vacuum. The voice(s) of troubled mentally ill persons simply strikes some people as inherently awkward, at best, and incomprehensible, at worst. We the mentally ill are unstable, after all: How, then, could a seriously mentally ill person know abuse when they see or experience it? To some, these concerns are undefined and unidentifiable, somewhat without meaning or just cause, and too far out of the given scope of understanding. Crisis personified. 

Virginia! What a sturdy little trooper you are! Thank you again for dropping in. Please do tell all of your friends and associates there at The Arizona State Hospital to hop on board with your own fundamental right to share your feelings about this blog at any time. Anonymously. Or via a spotlight, for all I care. Whatever. It is your constitutional right (remember?), and I will take all the support I can get. And believe it or not, Virginia, your input is very useful to this blog. Invaluable, in fact, for inquiring minds want to know about people like you, and we really do want to understand something about how/why in the hell the things at ASH could generate so little reaction from staff. 

On that note, I will maintain my encouragement for anybody of like mind in terms of my dedication to defending and preserving the rights of ASH patients and beyond to visit my April 30, 2012 "Resource Ideas" article, and take whatever steps you deem most suitable to your way of doing things in supporting this cause as it stands today. 

Myself, I am a moderately well trained researcher and writer. With a legal background. Who worked in EMS for years. Who just so happened to extensively study health care ethics in a well respected college honors program. Who taught high school english in a private academy (and, thus,  has a bit of concern about Virginia's language skills- where is my red pen?). Who was married to a nurse practitioner for 8 years, and so on. And oh yeah, I am seriously mentally ill, too. (Go figure: "How can that be? He thinks, walks, and talks like a man. How could he possibly be mentally ill?"). 

And  while at ASH, where I found myself tossed into the surreality of a hospital operating at least 40-50 years behind the times (as though in a third world country, like Pakistan, or India, or the Philippines), and as my horrifically negative experiences at ASH stacked up like cord wood  in direct proportion to my increased need and desire to take part in my environment, a research project literally sprung right into my lap. I didn't want it- it was thrust upon me like a bad case of warts. And the administrators and clinicians at ASH effectively begged for it. In my world, as a writer, this is as close to perfection as it gets. But close, and only close, because as Virginia has so reasonably declared: "Like any other job there are no perfections". Now, I am writing about it. Religiously, with little to no concern for the fallout, nor for the pain of reminding myself, day after day, of the plight of my peers at ASH, knowing as I do the cruelty of Akhter, Dy, Roxas-Rojas, and the all rest (including at least a few of the ASH nurses). It is  a bitter pill to swallow, and yet it is as clear as a northern New Mexico sky in early fall: Patient abuse in any form and to any degree whatsoever is inhumane, criminal, and purely unacceptable. The substandard medical-mental health care practices at ASH needs to stop now

Of Dr. Cara Christ. And whether she has what it takes in terms of doing the right thing.

INTRODUCTION
As I made clear well over 3 years ago, the primary causation of how Arizona's sole long term public mental hospital could fall into so graphically dismal a state of dysfunction has everything to do with the failure of persons employed at the top rung of the given food chain to respond to the evidence I provided them with specific to ASH's substandard conditions, beginning as early as summer, 2011. Specifically, of course, I am speaking of the Arizona Department of Health. In fact, I did directly correspond with former ADHS Director Will Humble on no less then half a dozen occasions, via land mail as well as his own official ADHS blog site; regrettably, he patently refused to acknowledged me communications at that time, circa 2012-2014. Likewise, it was Humble who opted to reject my good faith appeals when judges with Arizona Administrative Court failed in their own right to address the merits of evidence I provided to that venue, also circa 2012-2014. In those hearings- and this is just one example of what I am discussing- persons such as Donna Noriega and Joel Rudd willfully misrepresented the validity of this evidence while publicly speaking under the authority of this Court, which today stands as one reason for why Noriega is facing criminal charges specific to perjury. Again, as I conducted these relatively early phases of formal investigation into the systematic shortfalls that ultimately play into the abuses of ASH patients, it occurred to me that it was the ones running the Hospital itself, namely Noriega and Cory Nelson  and their given legal counsel Joel Rudd, who were fundamentally responsible for the largely ignored substandard conditions at ASH, including but not limited to physical, psychological, and emotional abuse of the ASH patient community across the board. I came to understand that it was a trickle down effect in all senses, wherein the worst impacts of the abject dereliction of duty by persons with the most authority over the operation of ASH ultimately landed squarely on the shoulders of ASH's most vulnerable patients; much as it did in my own case when Cory Nelson and Dr. Steven Dingle willfully engaged in administrative retaliation on the basis of my openly reporting such abuses. As I have reported in this blog, and as I presented to the Administrative court in one particularly critical hearing (see "A" below), Dingle and Nelson blatantly ignored Hospital protocol, state law, and federal law, in order to unlawfully have me summarily transferred from the most peaceful patient unit at ASH to the one of the most dangerous; putting me- and I attest to this- at grave risk of harm to my very life and limb. Fortunately, for me, I survived (albeit, not without greatly causing me undue duress and associated anxiety, which also- and I also attest to this today- emotionally and psychologically compelled  me to seriously reconsider the option of suicide while I was still hospitalized at ASH, direct effects imposed upon me by these people that even today cause me to suffer from associated post-traumatic stress), but I only wish this was the case when it comes to my friend's Chris Blackwell and Mary "Frankie" Adams, both of whom died, as did April Mott, and now most recently, Barbara West, as a direct consequence of the radically subordinate misconduct of ASH's overall supervisory staff. Without a doubt, had any element of the authoritative entities most responsible for overseeing the operation of ASH heeded my original submitted reports of how dangerous ASH was because of these administrators, all of us would have fared far, far much better as members of the ASH patient community. Following Rudd's display of egregious abuse of authority in this hearing ("A", wherein he actively manipulated the merits of my claims and succeeded in convincing the Court to not take my allegations seriously, despite the body of well documented evidence specific to this matter that I provided to the court at that very time), I did- as per protocol- immediately appeal the findings of the Administrative Court to Will Humble, the one remaining source of remedy in this context. And yet he too refused to meet his obligations in terms of granting the same body of evidence validity, rejecting all aspects of the implications related to my concerns. Standard practice in all senses, and they were all in on it    

DISCUSSION

Will Humble unexpectedly  vacated his position as ADHS Director in early 2015, not long at all after the newly elected governor, Doug Ducey, took office. One of Ducey's first actions as governor led to the firing of Arizona's Director of Child Protective Services, one of ADHS sister agencies, and one that shares an equally sordid history with the scandal specific to ASH, representing a grossly egregious breach of the public trust. The governor's action is one that I fully believe led to Humble's unexpected resignation. He was spooked, in other words, and opted to run while the running was good. That's precisely how I see it, and as my work has established to date, my feeling in this case is well justified.

Enter, thus, Dr. Cara Christ, who took over the helm at ADHS about 6 weeks following Humble's departure. Sadly, one very tragic event has already occurred since Dr. Christ's appointment, specifically, the highly suspicious death of 55 year old Barbara West in May of this year. But I am not willing to hold this against Dr. Christ at this point in time. Not yet. 

Here is Dr. Christ's official commentary about the state of affairs at ASH following Ms. West's untimely passing, as published in ABC Ch15's recent report about a $6 million law suit being on Ms. West's behalf.

"Arizona Department of Health Services Director Dr. Cara Christ, whose department oversees the Arizona State Hospital, sent ABC15 the following statement: While we are advised to let the legal process proceed without our comment, I am proud of the work being done at the state hospital under new leadership. Our new hospital administration is taking steps to address quality assurance and performance improvement. Our team of doctors, nurses, social workers, psychology and rehabilitation staff along with security and administration serve a critical need in our community as they work to treat and rehabilitate patients in our care.' "

At this point in time, I will only state that I find much of Dr. Christ's language to be frighteningly akin to that used by Will "Yea, team!" Humble at those points in time when he engaged in furthering the propaganda that for years allowed the administrators of ASH to engage in their egregiously criminal misconduct. Indeed, during the period 2012-2015, Humble repeatedly drew upon references to "the team" as he tirelessly worked to sell to the public the baseline mistruth that things at ASH were great, therein maintaining the status quo at ASH (rather then doing the right when he had the chance), via simultaneously omitting any soundly useful statements about the presence of evidence in any/all reports about the grossly substandard conditions at ASH; be that evidence included in this Blog (which has recently broken the 100,000 mark in terms of dedicated visits since March 2012), or ABC Ch15's increasingly scathing news reports (over 15 in total at this point time, aired to millions of viewers since 2013). This is how it went in terms of my work for over four years to date. Absolutely insulting abuses of language that I saw to be 100% designed as one means by which to deflect the significance of my knowledge and associated evidence. The fact is, Humble was really no better at this then his underlings at the executive level of ASH's overall operation; all of them, as I saw in a heartbeat, were about as good at lying as any other psychopathically challenged liars. It was that bad, and all aspects of my earliest allegations have now been affirmed.

That said, given that I have no just cause to believe that Dr. Cara Christ will engage in the same systematic dereliction of  duty that her predecessor is now famous for, I am willing to reach out to her in the hope that she is made of different stuff, as it were. Capable and willing in other words to do the right thing. I have, thus, reached out to Dr. Christ in the same tone of voice that I did each and every time I attempted to draw the attention of persons responsible for ensuring that the ASH patient community receives nothing short of reasonably optimum health care services, be it Hospital staff, persons in ADHS Office of Appeals and Grievances, or Will Humble himself. This tone being one of good faith.

This is the same online site that I chose, at times, to reach out to Will Humble. And as I have reported over the years, that particular Rat Bastard patently refused to so much as include my good faith and well intentioned comments in the blog itself, much less to directly respond to me in any shape or form. Cementing in my mind the fact that he was no better in terms of character then the miscreants responsible for overseeing and providing to the needs of the ASH patient community. Herein let us consider the following.

"Dear Dr. Christ. This is not a comment directly related to your 'blog." This seems to be the only way I can reach you without going through the phone system, and I simply haven't the time or energy for that. I presume you know who I am. But I am in no position to predict what your attitude about me, and my work since leaving ASH in early 2012, may happen to be. I am contacting you now in the precise vein of spirit that I did so towards Will Humble, as well as with respect for the very first of numerous grievance documents I submitted while an ASH patient, of good faith and in no way desiring conflict. As the current process over oversight plays out, be advised that I have a close eye on you, and harbor nothing other then sincere hope that you are made of different stuff then the various representatives who are now in the spotlight. I encourage and in fact invite you to contact me, for I would love to share any data that I have specific to what you are claiming to be your intent: To ensure that ASH patients across the board are no longer subjected to grossly substandard health care. I promise that any/all such contact will be kept in absolute confidence. On the flip side, if I do not hear from you, I will take it upon myself to include your role in whatever comes out. The onus is now on Dr. Christ. If she should so happen to accept my place in this process as it still stands, then I am more then happy to keep all communications with her confidential. Outside if this one, that is. Should she fall into anything resembling what I experienced when her predecessor was running the show, however, I will do just as I have promised above. 


Meanwhile, as to Will Humble.  I have said it before. 

You can run, old man, but you can't hide. 
Your time is coming.

ATTENTION ARIZONA ATTORNEY GENERAL MARK BRNOVICH. Ongoing. Not the first, and far from the last legal action to be directed at the Rat Bastards directly responsible for the substandard health  care practices at Arizona's sole long term public mental hospital.

Consider this be just one more direct warning to Joel "the mortician" Rudd. It's only a matter of time, old man, and I don't care how far you go in order to try and get away with your deeply malfeasant misconduct. I will find you, I promise you this, and do whatever I deem necessary in order to ensure that you are equally held accountable for your role in allowing ASH to operate in graphic defiance of common civility and well established law and policy. Where there was a time when I might have simply asked you to simply do the right thing, that time is far gone.  

The following news article was published late last week by the good staff at ABC Channel 15, which serves as one of Arizona's most highly viewed news resource, airing as such to millions of people on a daily basis. The staff of this blog, "The Arizona State Hospital and Patient Abuse", have collaborated with executive investigator David Biscobing since early 2013, when he directly contacted us with a formal request to draw from the data published by this blog since March, 2012, a request which we immediately agreed to with no strings attached. "Run with it as you will" was my response at the time, and as illustrated over the last 3 years, Mr. Biscobing did just that, publishing no less then one dozen scathing news reports that effectively cemented the credibility of my testimony, as published to date herein. For this, I- the chief author of all material published in this blog (which to date contains 455 articles in our own right)- owe David my most sincere heartfelt thanks. 

Family files $6M wrongful death claim against Arizona state mental hospital

The claim, which is a precursor to a lawsuit, seeks $6 million for the wrongful death of 55-year-old Barbara West.  
“ASH has been mismanaged with reckless disregard for the safety of the patients, and those issues direcly led to Ms. West’s tragic death,” according to a copy of the claim obtained by ABC15.
West was supposed to be under constant one-to-one supervision and suicide watch, records show.
But on May 11, West was able to climb up on a platform and hurl herself onto the ground, breaking her neck. The injury paralyzed her, and she died days later.
Her sister shared an emotional interview with ABC15 after her death.
The Arizona State Hospital has had issues with a shortage of staffing and turnover for years. Current and past employees said it's often impossible to monitor all of the patients.
West death happened as ABC15 was airing a series of reports about uninvestigated sex abuse and other misconduct at the state hospital. As a result of the reports, six top executives were removed and replaced.
A federal inspection was also launched after ABC15’s reports.
Inspectors with the Centers for Medicare and Medicaid Services concluded that the hospital failed to properly monitor West and keep her safe.
West was the third Arizona State Hospital patient to die in a two-year-period.

As ASH's primary legal counsel since the mid 1990s, Joel Rudd of the Arizona Office of the Attorney General has yet to bear the consequences of his given complicity in allowing for the grossly unlawful practices at ASH to occur. In this context, Rudd has been involved in the blatant cover up(s) now known to have been central to ASH's standard operational practices, keeping all/any legitimate information about the corruption at ASH shrouded by his intent to do whatever he has to in order to maintain an atmosphere of what happens at ASH stays at ASH. I have been 100% aware of Rudd's deeply unethical misbehavior since I first encountered him in mid-2011, in direct association to legal filings (grievance reports) in the Arizona Administrative Court that I formally submitted while still hospitalized at ASH. On five separate occasions in hearings convened under the authority of the Administrative Court, I witnessed this man's utterly deceptive misconduct, which he was willing to engage in as a matter of standard practice; he carried on as such with no regard for the implications illustrated by these filings, which I recognized at the time to be yet one more element of how/why the administrators at ASH were so easily able to get away with their criminal misconduct. Be that any one of the persons recently fired and potentially facing VERY SERIOUS criminal charges, from former ASH CEO Cory Nelson, former ASH COO and short time ASH CEO Donna Noriega, and a  small host of other like miscreants now identified as the monsters they are. In  this sense, I contend that no one individual has more responsibility for the grossly substandard health care practices at ASH then Joel Rudd, given his legal expertise and related breadth of experience as the Hospital's long time legal counsel. Bottom line.
