Will Humble, Director Arizona Department of Health Services: "Smoke Free environments" my ass. 


POINT IN FACT: THERE IS A RAMPANT PRESENCE OF TOBACCO AND OTHER LIKE ILLEGAL/CONTROLLED SUBSTANCES THAT ARE SMUGGLED BY ASH STAFF INTO THE ARIZONA STATE HOSPITAL, AND DISTRIBUTED TO A HANDFUL OF SERIOUSLY MENTALLY ILL AND DISABLED ASH PATIENTS , SUBSTANCES THAT THESE HIGHLY VULNERABLE/ADDICTED PATIENTS THEN SELL TO DOZENS UPON DOZENS OF THEIR PATIENT- PEERS, A PROCESS WHICH IS OF GROSS PROFIT TO ALL/ANY INVOLVED ASH STAFF. THIS IS COMMON KNOWLEDGE TO ANY PERSON WITH A MODICUM OF ACTUAL EXPERIENCE ON THE ASH GROUNDS, INCLUDING ASH PATIENTS, STAFF, AND IN SOME CASES, EVEN VISITORS.

Drug dealers and drug trafficking represents one of America's most insidiously harmful societal dynamics. How can it be that in a facility granted the responsibility of attending to the care needs of Arizona's most highly at risk and vulnerable to exploitation citizens, such a sickeningly illegal form of activity exists? This is a question that will be posed in one or another of the forums that I know are on the verge of being scheduled. Merry Christmas, Rat Bastards.     

And as the following bit of ADHS sanctioned propaganda illustrates, no matter how obvious this issue is to persons like ADHS Director WILL HUMBLE, it is patently ignored, condoned, and furthered to the direct detriment of ASH patients. Congratulations toArizona Public Health Association(AzPHA) for gaining national recognition for its work- snagging the 2013 National Affiliate of the Year Award from the American Public Health Association.
For 85 years, AzPHA has helped shape public health in Arizona working to CREATE SMOKE-FREE ENVIRONMENTS and access to healthcare.  In this year alone, the Arizona affiliate reviewed more than a 1,000 legislative bills, visited AZ Congressional offices, put on professional development events and webinars and advocated for the restoration of Medicaid.  The current President, Patti Taylor, attributes the success to the membership, volunteers and partners.  I think it is also because of the leadership and dedication of the organization.

The bare bones fact of highly illegal substances sales at The Arizona State Hospital, as per my very real experiences specific to the thirteen full months as an ASH patient in 2011-2012 is as follows: There is a rampant presence of tobacco and other like controlled/illegal substances being sold to ASH patients by a limited minority of ASH staff. This is common knowledge to any person with a modicum of actual experience on the ASH grounds, including staff, patients, and in some cases, even visitors. Within 30 days of my admission to ASH in Jan. 2011, I had been directly affected by the insidious presence of notoriously addictive substances- nicotine and cigarette products notwithstanding- that do cause severely hazardous conditions in the context of patient on patient violence and other like undue conditions at ASH. For indeed, it almost immediately become clear to me that less than 5 patients on the civil side of ASH (out of 135-150 total) had access to the availability of such substances, in graphic defiance of hospital policy and associated state and federal criminal law; these patients, each of whom is highly vulnerable to exploitation and associated abuse, engaged in distribution of staff provided substances in various areas of the hospital grounds, such as the common patient bathrooms, where on a number of occasions I witnessed and was subjected to threats and acts of violence arising via the same dynamics that any presence of street drug dealing is known for. It did not take me long to learn that distribution of cigarettes at ASH, e.g., were being conducted at values equal to $1000.00 per carton ($5 per cigarette, $1 for use of a lighter or matches, etc.- at a minimum); and further, that those patients involved in distributing these substances all resided on two out of five patient units on the civil side of ASH (Desert Sage, Ironwood); which in turn led me to realize that a limited minority of ASH staff (regularly staffed on those units) were directly responsible for smuggling such products onto the ASH property and distributing them to the involved dealer-patients. There is no way that the substances in question could have made it past the front doorways of ASH without the direct complicity of ASH security staff, who have a vested interest and related responsibility in terms of ensuring that no staff bring a range of banned materials onto Hospital property, most specifically weapons capable of posing very real threats to ASH staff and patients alike, and who do conduct searches of all ASH staff when they enter the Hospital grounds. As these realities emerged in my initial 6-8 weeks at ASH, I decided I had seen enough. But as with all other elements of my good faith advocacy efforts specific to the widespread presence of staff misconduct at ASH, all good faith efforts that I made to alert ADHS/BHS representatives about this issue were patently rejected across the board, and in spite of the ongoing episodes of violence and grossly counter therapeutic impacts of these substances, the issue was in no way addressed by the time I left ASH in late February, 2012. I of course have all associated records of my efforts in this context. As with all things, the bottom line is all about money, selfishness/greed, and the willful refusal of ASH administrators to meet their most fundamental obligations in the context of such despicably unacceptable activities there on the grounds of Arizona's sole long term public mental health facility. 

IN CLOSING: Your time is coming, Will Humble. Your dedication to spinning the irrefutably proven details to grossly substandard public health care at The Arizona State Hospital and beyond carries less and less credibility as time is passing. As such, and I do hate to feel the need to be succinct- you are a disgrace to spirit of this, the 2013 holiday season. Not to mention to reasonable conscience of all Arizonans at any given point in history.  Nowhere to hide, sir. It is not as though you were not advised of this many many months ago- you know- so might want to rethink this shit before sitting down around tree.

I would really love input of any kind from anybody with any interest whatsoever in the issues that I am sharing in this blog. I mean it, anybody, for I will be the first one to admit that I may be inaccurately depicting certain aspects of the conditions
at ASH, and anonymous comments are fine. In any case, I am more than willing to value anybody's feelings about my writing, and I assure you that I will not intentionally exploit or otherwise abuse your right to express yourself as you deem fit.
