URBAN ALLIGATORS

Still awaiting word on the July 16, 2012, hearing. But, I do know that assistant Arizona Attorney General Joel "the mortician" Rudd is on the ropes, so to speak. The only reason that rat bastard has gone to the lengths he has in order to suppress the data I was willing to share with the court the other day, as discussed in my last article, is because he is going to face very serious reaction should my claims about his complicity in the issues established in this case gain any credence once this data is determined to be valid. I feel, as such, and perhaps over hopefully, that he is squirming just like the weasel that he is.  But, I really cannot predict what the court will actually find once the various input provided is fully laid out on the table. Not that it really matters, either, my speculation. Because one way or the other, this will be settled within the letter of the law, however far we have to take it.

RE: OAH Case #2012c-BHS-0338-DHS The Evolution Of A Grievance: Wherein, following over one full year of systematic suppression of my right to due process in relation to a criminally imposed sequence of administrative abuse of authority at The Arizona State Hospital, I prepare to go to hearing.

As described in previous articles specific to this case- (wherein administrative and clinical staff at the Arizona State Hospital (ASH), including  Dr. Steven Dingle "berry",  Dr. Pervaiz Akhter and Dr. Lynn Lydon, in complicity with the Hospital's representative counsel, Joel "the mortician" Rudd of the Office of Arizona Attorney General,  attempted to unlawfully coerce or otherwise strong arm me into taking part in a legal process that I was not comfortable with taking part in and one which I was not legally required to take part in)- I represented myself at a July 16, 2012, court proceeding in the Arizona Office of Administrative Hearings whereby Judge Kay Abramsohn was assigned to review the merits of my grievance complaint in this matter in accordance with the Arizona Administrative Code (state law). Following this hearing, Judge Abramsohn formally directed me, the appellant, as well as ASH, the appellee, to provide her with critical evidential materials that she deemed crucial to her determination of the matter; she set a deadline of today, August 17, 2012,  by which I and the Hospital's representative counsel ("the mortician") were to have provided these materials to her in full. I met that requirement in precise accordance with Judge Abramsohn's directive on August 10, 2012; I, in fact, welcomed the judge's desire to take into account all/any such evidential materials that she deemed fit in issuing a fair and unbiased determination of this case, and I did so with pleasure.

However, at about 1 p.m. Arizona time today, only hours before the absolute deadline for submittal of these documents, Joel "the mortician" Rudd tried to get away with a last minute end around move that was clearly designed to suppress this evidence, by submitting a five page challenge to Judge Abramsohn's directive and request of these materials. Classic abuse of administrative authority and blatant failure to meet his obligations to the citizens at Arizona, in my opinion, in the context of the public trust, in direct violation of my protections against such abuse, and all at the common Arizona tax payer's expense. I would post the full five pages of this crap right away if I felt safe in terms of compromising my obligations to the procedural law in this matter, at this time, but I can't.
I can, however, share my protest of "the mortician's" motion, as follows:

Below is a copy of my protest of "the mortician's" challenge, which I wrote and sent to the court at 4:30 p.m. Louisiana time.

ATTENTION: Honorable Kay Abramsohn. August 17, 2012.
I, the appellant in the above case, formally protest the appellee's last minute challenge to the tribunal's dutiful request for all/any relevant evidential material in this matter. The documents thus far provided by me, including those specifically requested by the tribunal following the July 16, 2012 hearing in this matter, have everything to do with the overall theme of my original grievance as well in the context of ADHS office of Grievances and Appeals mishandling of this case after ASH had erroneously conducted an internal investigation of this matter. I, the appellant, have willingly provided all/any thus far submitted documents in good faith, and I will be more than happy to provide all/any other related documents that do in fact reflect my continued attempts to seek meaningful redress of this matter as per the provisions of the AAC following the period of time thus far reflected in submitted documents (document submittals that I made [or made on my behalf] to ADHS/OGA in during the months of Nov. 2011-Feb. 2012). I sincerely find the appellee's unwillingness to cooperate and participate in this proceeding as per the direction of the tribunal to be reflective of the very real fact that ASH and its representative counsel, in complicity with ADHS/OGA, willingly ignore fundamental provisions of well established law and policy that are designed to comprehensively protect the rights of disabled-vulnerable clients of ADHS and the patients at ASH (such as myself) as a matter of standard practice. Thus, I protest the appellee's challenge to the tribunal at this time, and request that the proceedings continue in a manner consistent with Judge Abramsohn's discretion.
In addition to my protest of appellee's challenge to the authority of the tribunal, I want to make clear that the documents requested by the tribunal, which I have provided in strict accordance with the tribunal's directive in good faith, reflect and support very clear testimony that has already been provided at the July 16, 2012, hearing in this matter. If the appellee wanted to challenge the veracity or standing/merit of this testimony and/or the supporting data contained in the requested documents, than the appellee should have raised that challenge at hearing on July 16, 2012, and not today (August 17, 2012), less that eight hours before the final deadline of this proceeding.
    Thank you. ------- PJ Reed.
                                             (end of document)

IN CLOSING: This hopefully concludes my involvement with this particular case as it has stood to date. I will now await the findings of Judge Abramsohn, and can only hope that the proceedings in this case occur in accordance with her authority and discretion. My faith in this is timid, at best, however, for I know from experience that the procedural system by which clients of the Arizona Department of Health/Behavioral Health Services (ADHS/BHS) are supposed to be provided with meaningful protections against abuse and misconduct is potentially as flawed as the actual ASH system of so called care and treatment. In any case, this may be the conclusion of this matter as it has stood to date, but it is far from over in terms of my anticipation of federal oversight of these matters when the time comes.

In light of the ongoing violence in our world, far too much of it imparted by men and women who clearly suffer from mental instability and illness and should have effectively been protected as matter of public safety, I believe it very reasonable to expect that a public entity such as the Arizona State Hospital and its representative parent agency and counsel, etc., live up to its clearly established codes of practice. There is absolutely no excuse for the depths of staff shortcomings and directly related patient abuse that I witnessed and was subjected to first hand while hospitalized at ASH. And yet, as I have thus far tried to show in my writings and related sharing of critical documents, etc., ASH operates at a level of dismally substandard medical-mental health care and practice as a matter of standard practice. And as the proceedings in this matter show, to date, where- in order to ensure that the abuse imparted on me in this case (and as with the abuses that all patients at ASH suffer on a nearly ongoing basis) effectively be condoned- the Office of the Arizona Attorney General has conducted itself in graphic violation of very specific laws designed to protect my right to fair due process, and the clinical and administrative criminality present within the walls and fences of ASH clearly extends somewhat to the Arizona legal system in terms of mentally disabled persons such as I. This has to stop. Please do all you can to contribute whatever you can to this cause. The abuse of seriously mentally disabled patients at ASH is inhumane and highly illegal. Please see my April 30, 2012, "Resource Ideas" article and determine how you can take part; or do so on your own, for  I am far from the absolute authority in terms of knowing how you can most fully contribute, and I encourage to do whatever you can and deem most useful in defending the rights of ASH' patients today.

Food For Thought Wherein, reasonably good news on the home front compels me to freely ponder the immediate future.

(EXCERPT)
"How does one get out of the finite dimensions?", he asked, and gave short laugh. "I mean, to begin very basically, a block of wood is a block of wood, for example. It has length, width---"
"It hasn't. That's where you're wrong," Teddy said. "Everybody thinks things just keep stopping off somewhere. They don't. That's what I was trying to tell Professor Peet." He shifted in his seat and took out an eyesore of a handkerchief- a grey, wadded entity- and blew his nose. "The reason things seem to stop off somewhere is because that's the only way most people know how to look at things,"" he said. "But that doesn't mean they do." He put away his handkerchief and looked at Nicholson. "Would you hold up your arm, please....?"
                 (from "Teddy", JD Salinger 1948)

It is strange, I know, but this passage somewhat reminds me of what the line of questioning will possibly sound like when the Rat Bastards directly responsible for my central allegations about patient abuse at The Arizona State Hospital are brought to face a federal inquiry, be it a summarily assembled grand jury, a Department of Justice panel of attorneys, or an applicably appointed representative of the United States Attorney General. For in my experience, the reality of contemporary medical standards essentially terminated at the walls and fence lines of ASH, all at the discretion of the senior medical clinicians and executive administrators there, creating a virtual suspension of the world as I know it to be, as per my legal education and reasonably extensive personal life history. This imagined line of questioning, a sort of "What the hell are you people thinking?" form of inquisitive discourse, when the bright line laws and policies that apply to the justification of someone like me doing all I can to defend the rights and dignity of the seriously mentally disabled patients at ASH are laid out not the table, and folks like Donna "you're so busted!" Noriega, Joel "the mortician" Rudd, and Pervaiz Akhter (this last "man" doesn't even rate a nickname, as yet, the sliver eyed son of a bitch that he is), are asked to explain the patterns of obviously criminal misconduct exhibited by evidence in the form of federally required records, available for oversight via the Freedom of Information Act and other like provisions of law, of day to day administrative and senior clinical actions that were imparted on patients at ASH between the dates of Jan. 2011 and Feb. 2012.

IN CLOSING: Let's get it on.

Please do all you can to get involved with defending the fundamental rights of the patients at The Arizona State Hospital, 2500 East Van Buren St., Phoenix, AZ 85007, where patient abuse at every level of staff employ is, for the most part, a matter of standard practice. See my April 30, 2012, "Resource Ideas" article and decide upon the strongest way for you to to take part in this rather fundamental fight to hold up the human rights of Arizona's most vulnerable adults-patients, who even as I write, are continuously subjected to gross violations of their most basic
rights.

As to Will Humble.

"The Director's Blog"

(directorsblog.health.azdhs.gov)

This article relates to two prior articles of the same title (see August 02 and August 06).

I THINK IT IS ABOUT TIME FOR THE DIRECTOR OF THE ARIZONA DEPARTMENT OF HEALTH SERVICES TO CEASE WITH HIS BLATANT CONDONING OF THE OUT OF CONTROL STATE OF AFFAIRS AT THE ARIZONA STATE HOSPITAL.  I DID AT ONE TIME BELIEVE THAT MR. HUMBLE MIGHT REPRESENT A REASONABLY HONEST AND CIVICALLY UPSTANDING MAN, AND GOD KNOWS THAT ARIZONA'S BEHAVIORAL HEALTH COMMUNITY NEEDS SUCH A PERSON TO TAKE A STAND IN DEFENSE OF THE PATIENTS AT ASH.  BUT AS MY DEDICATION TO SEEKING SIMPLE REDRESS IN THE FACE OF MY DEEPLY HARMFUL EXPERIENCES AT ASH CONTINUES, I AM INCREASINGLY COMING TO BELIEVE THAT THE SHORTSIGHTEDNESS AND FUNDAMENTAL MISMANAGEMENT AT ASH IS INDEED ENDEMIC THROUGHOUT THE VIRTUAL WHOLE OF THE STATE HEALTH CARE SYSTEM.
BELOW IS A VERY RECENT UPDATE FROM THE PULPIT (sic) CONCERNING MR. HUMBLE'S  WILLINGNESS TO ALLOW FOR THE OBVIOUSLY QUESTIONABLE ADMINISTRATORS AT ASH CARRY ON WITH THEIR INEPT AND ARGUABLY ILLEGAL CONDUCT ON AN EVEN WIDER SCALE THAN THEY ARE NORMALLY INVOLVED WITH.   AND FOLLOWING THE DIRECTOR'S STATEMENTS (BELOW) IS YET ANOTHER EXPRESSION OF MY DUTIFUL CONCERNS AS A CONSUMER AND FORMER PATIENT AT ASH, WITH A REQUEST FOR MR. HUMBLE TO QUIT AVOIDING HIS RESPONSIBILITIES AND GIVE US, THE CITIZENS OF ARIZONA AND BEYOND, A REASONABLE IDEA OF HIS STANCE ON THE SUBSTANDARD MENTAL-MEDICAL CARE AND CONDITIONS AT ASH.

#ONE below is ADHS Director Will Humble's most recent blog entry with specific reference to the current administration of The Arizona State Hospital.
#TWO below are my feelings about the recent interim reassignments of two ASH administrators within ADHS and at ASH.
#THREE below is my direct request for comment from Mr. Humble about this matter, which I submitted via the ADHS open forum website (www.directorsblog.health.azdhs.gov) because I have deep ongoing concern for the fact that these individuals may in fact be failing to meet their fundamental obligations at ASH in relation to the citizens of Arizona as a whole (much less to be held accountable for what I can only characterize as criminal conduct in this same context).
#FOUR below are the newest status updates about two prior requests for comment that I have made in the same context, wherein I make clear that the problems at ASH need to be put somewhere near to- if not utterly at- the front of his concerns at this time, because patient abuse at ASH is ongoing, inhumane, and criminal, and the ones assigned the duty of tending to the care needs of ASH' patients are getting way with it lock-stock-and barrel.

But I will allow you, my readers, to come up with your own estimate(s) of the situation as it stands today. Feel free to share your own concerns with Mr. Humble, I really believe he would benefit from a healthy dose of public inquiry into these matters. Something is horrifically amiss in the offices of the Arizona Department of Health Services, and he is the guy to talk to, after all.

Acting Deputy for Behavioral Health

August 5th, 2012 by Will HumbleNo comments »
Thanks for your patience as we developed our continuity plan for leadership in our Division of Behavioral Health.  I know you’re  all anxious to hear the transition plan for after Dr. Nelson leaves on August 24.  Fortunately, we are very lucky to have so many strong leaders here at the agency, including a really great team of DBHS Branch Chiefs and Bureau Chiefs.  Many of you will be key in helping to make this time period a success, and we’ll be looking to you to keep our great momentum going!
We’ve already posted the Deputy Director position and have had interviews underway for the Assistant Director position.  I think we’ll move smoothly with filling both of these positions permanently in the near future.  In the interim, I’ve asked Cory Nelson, AZ State Hospital CEO to serve as the Acting Deputy Director- and he’s agreed to help out.  Cory will spend the next three weeks working closely with Dr. Nelson and the rest of the team and should have no problem getting up to speed- as he’s a quick study.  This plan will offer a great opportunity to further strengthen our important link between the Hospital and the community-based behavioral health system.  It’ll also bring in additional people-power to DBHS during this incredibly busy time.  Cory has a great team at the Hospital as well and they’re up to the task of picking up some of Cory’s day-to-day work there.  Donna Noriega will be leading the team at the hospital as Acting CEO and will be working closely with the rest of the leadership team to make sure the great things happening there keep moving forward.
Some may ask why Bob Sorce, our fearless Assistant Director, has not been asked to serve as Acting Deputy Director. While Bob is very capable and no doubt would do a good job in that role, his current assignment in managing the Maricopa County RBHA RFP project is at a critical stage with the expected release of the RFP next month. Given the importance of this project, I am not willing to disrupt the positive momentum that has been building over the last several months by reassigning him to a different position.   Bob, along with the rest of the RFP Core Team must continue to spearhead  this important work as well as prepare for the monumental changes to health care that are expected on January 1, 2014 when federal healthcare reform is set to kick in.  Bob will also serve as back-up to Cory and assist whenever needed.  As I have previously said, we’ll continue with our mission as a team and I feel good about the team we have in place.
It’s nice to know that we have a strong team in place throughout the Agency- which gives me comfort that we’ll make it through this transition effectively.
Will Humble, Director, Arizona Department of Health Services.

Danger, Will Humble, danger!!! The last time that Donna "you are so busted" Noriega was granted the responsibility of  "leading the team" at The Arizona State Hospital, a young woman named April Mott wound up being brutally murdered in the greater Phoenix community following the escape of ASH patient Jesus Rincon Murietta in late May, 2012, an escape that was criminally covered up by ASH administrative and clinical officials when it occurred, including patent denials by hospital officials (including but not limited to Ms. Noriega) that anything even remotely resembling an escape had occurred when local news reporter J.J. Hensley directly inquired about the matter after I reported Jesus' escape to him. (see "Victims Family Questions Why man Was Free", AZ Republic newspaper Sept. 29, 2012.)The absence of a dutifully qualified-hired ASH supervisor came about circa the months of April through August, 2011, following the retirement of former ASH Supervisor John Cooper. During those four or so long months of ill qualified "leadership" at ASH (described by some as "the 2011 vacuum crisis at ASH"), I personally experienced a  host of other very unlawful actions imparted directly upon me by ASH' administrative and clinical representatives, issues that are still under review in the state legal system. And in early 2012, Ms. Noriega was formally censured by her licensing board for blatantly lying about the employment qualifications of a peer/associate in the ADHS system, a charge and conviction for which I believe she is still under the restrictions of. So yeah sure, why not stick her right up there at top of the helm at ASH. Who cares about those damn mentally ill patients, anyway, eh', Mr. Humble?
So far as reassigning Cory"crazycorycorner.weebly.com Nelson
to an interim position of his very own, I can also certainly agree wholeheartedly with Will Humble's  characterization of the man as being "a quick study." Mr. Nelson (or "meathead," as one of my staff peers at ASH used to refer to him) certainly jumped right in about 5 weeks after starting his new position at ASH (in August, 2011) and immediately displayed his willingness to alter the truth (LIE)when he categorically denied the merits of the Jesus Rincon Murietta escape coverup as it directly related to April Mott's horrifyingly gruesome murder. It was only then, after Ms. Mott died, that ASH' official stance on the matter came to include admitting that Jesus Murietta was, indeed, a former ASH patient, and even in this context, solely as the direct result of J.J. Hensley's much more intensive investigation of the overall story; and Cory Nelson was the one who represented those statements at that time (see "Victims Family Questions Why Man Was Free", AZ Republic, Sept. 29, 2012).
The citizens of the modern United States are not to be forced to endure so dastardly a misrepresentation of administrative public service as occurred in this particular sequence of events; both Noriega and Nelson played central roles in all of it as it played out, and neither of them has been held accountable, to my knowledge. I do believe that Ms. Mott's family filed a civil action (sued) ADHS after their daughter was brutally murdered as a direct consequence of these individuals criminal ineptitude, but the terms of the settlement (as per standard protocol) decreed that the formal records of the suit be kept sealed.
This is one of the advantages of working in state facilities such as ASH, and people like Donna Noriega, Cory Nelson, and ADHS Director Will Humble know it: No matter how depraved your misconduct might happen to be as an executive level staff member, you are virtually free of being directly held accountable, because all that really happens in lawsuits of this nature is that the citizens of Arizona ultimately pay the price of the wrongdoing by funding the costs of it all through state taxation. It is as profoundly clusterfuct a state of affairs as one might imagine in this day in age; dirty to the nth degree and classic Arizona as it's long been known as a state, and the officials at ASH and in ADHS get away with it lock-stock-and barrel.
Why, Mr. Humble, why do you disregard the significance of these simple things? What exactly is your motivation and intent? I beg you to exercise your authority as matter of doing the right thing, sir, rather than allow for the harm done to continue. What more do you need to hear?

#THREE PJ Reed AUGUST  07, 2012 Your comment is awaiting moderation.
Dear Mr. Humble:
I AM REQUESTING YOUR RESPONSE TO THE FOLLOWING STAFF REPORT FROM WITHIN THE ARIZONA STATE HOSPITAL, ISSUED AUGUST 06, 2012, WHICH READS AS FOLLOWS:
FORMER SECURITY GUARD 08/06/12
Since I left ASH I have heard stories of more assaults. I got out at the right time, and am doing well in my new career. I still keep in touch with many of my old coworkers, and consider many of them to be good friends. Until the good old boys network is broken up there, I’m afraid nothing will ever change.
Mr. Humble: Sorry to keep knocking on you door; you must think I am hounding you. But, in truth, I am just a consumer who happens to be SMI and who recently discharged from the state of Arizona’s sole long term public mental health care hospital, ASH, and as you know, I have extensive, heartfelt concern of for the safety and general wellbeing of my former patient-peers at ASH, because I know from first hand experience that patient abuse at ASH and administrative failures to address patient abuse at ASH has created nothing short of a crisis. That said, does it not seem to you that Cory Nelson and Donna Noriega (has her term of being censured for violating her professional obligations even concluded yet?) have plenty to do, given the severity of the crisis at ASH? Or do you feel that my voice and the concerns that I have in good faith attempted to bring to the table for meaningful consideration is not worthy of respect and comprehensive response? Please give the citizens of AZ some idea of your stance on my concerns in clear and simple language. We the patients- former and present- of ASH deserve to be recognized as contributing members of the citizen based community that you have been granted the privilege of tending to the care needs of. THANK YOU (?), PJ Reed.
(END OF DOCUMENT)

THE ABOVE IS MY THIRD DIRECT COMMUNICATION WITH THE CENTRAL WEBSITE FOR THE ARIZONA DEPARTMENT OF HEALTH SERVICES, WHICH PRESENTS ITSELF AS AN OPEN FORUM OF SORTS WHERE MEMBERS OF THE PUBLIC CAN SUPPOSEDLY ENGAGE IN GOOD FAITH DISCOURSE ABOUT THEIR FEELINGS AND THOUGHTS IN RELATION TO THEIR EXPERIENCES AS CONSUMERS IN THE STATE OF ARIZONA.. HOWEVER, AS THE TWO STATUS UPDATES SHOWN BELOW INDICATE, THE ACTUAL POLICY OF ADHS (AND, IT FOLLOWS, THAT OF WILL HUMBLE)  IS TO MISREPRESENT THE TRUTH ABOUT THE ONGOING DAY TO DAY AFFAIRS AT ASH AND THROUGHOUT THE AGENCY ITSELF BY RESTRICTING THE FLOW OF COMMUNICATION BETWEEN ADHS AND ANY CITIZEN-CONSUMERS, SUCH AS MYSELF, WHO JUST SO HAPPEN TO HAVE CLEAR FEELINGS ABOUT THE FLOW OF SERVICES IN RELATION TO ADHS THAT CONTRADICT MR. HUMBLE'S UBER-UPBEAT COMMENTS IN HIS BLOG .  CONTROL OF COMMUNICATION IN THIS CONTEXT IS NOTHING SHORT OF OF ADMINISTRATIVE ABUSE OF AUTHORITY/POWER, AND IS PRECISELY WHAT I HAVE BEEN EXPERIENCING SINCE DAY ONE OF MY ATTEMPTS TO ADVOCATE FOR MY RIGHTS AND CARE NEEDS AS A SERIOUSLY MENTALLY ILL CITIZEN IN THE STATE OF ARIZONA, ABUSE WHICH LITERALLY BEGAN AS SOON AS I ENTERED THE ARIZONA STATE HOSPITAL.

"NO COMMENTS" my ass!!! As shown, the status of comments that I submitted to the ADHS website's open forum in relation to blog entries on the site written by Mr. Humble in recent weeks are as follows: ADHS/Will Humble won't even acknowledge my comments and requests online on the website. It is not as though my language is obscene or profane, or that the issues I seek to hear Mr. Humble's thoughts on are fantastical or otherwise grounded in false pretense, and I also sincerely try to establish my good faith willingness to be accepting of good faith responses. But clearly, the rat bastards are up to their nefarious games, yet again, creating a misrepresentative website designed to lead the public into thinking that ADHS supports transparency as part of its mission as a public institution and citizen funded agency.

Chicken shits, bottom feeders, criminal incarnate of evil and clear Machiavellian offspring, the lot of 'em!

 IN CLOSING:
COME ON, ALREADY, MR. HUMBLE! QUIT IGNORING
THE COMMUNITY AND SPEAK UP. WHAT THE HELL ARE YOU AFRAID OF, SIR? IS IT THAT YOU, TOO, FEEL THE PRESSURE OF POTENTAILLY BEING HELD ACCOUNTABLE FOR THE WRONGDOING AT ASH? WELL, I WILL TELL YOU WHAT- KEEP UP THIS CLOSED DOOR MENTALITY IN TERMS OF DIRECT INQUIRIES FROM FOLKS LIKE ME, AND YOU WILL INDEED BE HELD ACCOUNTABLE, BECAUSE YOU HAVE IT COMING. BOTTOM LINE. YOU ARE NO BETTER NOR ANY LESS DESERVING OF YOUR OBLIGATIONS TO THE PUBLIC THAN ANY OTHER OF US, SO JUST KEEP PUTTING THOSE ILLEGALLY TRAFFICKED CIGARETTES INTO PATIENTS MOUTHS, AND CONDONING THE COVER UP OF CLEARLY ILLEGAL ADMINISTRATIVE CONDUCT AT ASH, AND IF YOU CAN SLEEP AT NIGHT, THAN SO BE IT. YOU SHOULD DO FINE IN JAIL.

Inside Report: Wherein, new reports submitted by staff to Cory "crazycorycorner.weebly.com" Nelson's personal website reveal an out of control and increasingly dangerous environment for staff and patients alike at The Arizona State Hospital.

Yet another report from the trenches, as it were, has been posted on the supervisor of The Arizona State Hospital's personal website, again by a now former staff member at The Arizona State Hospital who has very graciously offered a bit of truthful insight into the fundamental shortcomings at ASH. Sadly, but understandably, this person held off on sharing theses concerns until after he/she had safely removed themself from harms way in terms of administrative-employer retaliation.

Our Arizona State Hospital’s “Culture of Care” by Will Humble

directorsblog.health.azdhs.gov
Will Humble is the Director of the Arizona Department of Health Services(ADHS), which is the parent agency for the states' Behavioral Health Services branch (BHS), under which The Arizona State Hospital (ASH) maintains its substandard mental-medical health care and conditions as a matter of standard practice. As such, Mr. Humble is the ultimate authority over the administrators and clinicians who work at ASH and beyond, including in the ADHS Office of Grievances and Appeals.
On the ADHS public website, Mr. Humble maintains an allegedly open door policy in terms of communicating with the public via a "Director's Blog," wherein he states:

Welcome to the Arizona Department of Health Services Web site! We are continually striving to make this resource a friendlier, easier way of accessing the vast array of programs provided by the Department. You will also find a wealth of information about the state's residents here, as well as ways you can get involved in helping to improve the lives of all Arizonans.

We are happy to provide this service to you, and welcome your feedback on this site.
Thank you for spending some time with us,
Will Humble

Arizona Department of Health Services

And yet, several good faith inquiries that I have sent to Mr. Humble in terms of some of my well grounded concerns about the substandard and of the unlawful conditions at ASH, as presented in my recent August 02, 2012 article (and again just below) remain unanswered, and in fact, cannot even be viewed yet by the general public, as the "your comment is awaiting moderation" disclaimer at the top of my comment below shows. I can access my own comment(s) via my computer, but so far as the discourse being something open to the public, it is apparent that only certain forms of public commentary are considered worthy of consideration.

   1) A July 27, 2012, blog entry posted on the ADHS website (entitled "Health Disparities"), as written by Mr. Humble, which discusses issues relating to racial/cultural disparity in public health care systems, which directly relates as well to an article I published on May 11, 2012, entitled "On Racial Discrimination At The Arizona State Hospital."
   2) My August 02, 2012, request for comment by Mr. Humble in direct relation to the topic of racial disparity and/or discrimination in terms of the flow of mental health care services provided by ADHS/BHS at The Arizona State Hospital.

Lots of risk factors contribute to health disparities…  and many of the risk factors are called “social determinants of health.” A couple of months ago we (with our community partners), launched the Social Determinants of Health educational series to boost professional development and program planning so Arizona’s public health team can better address health equity and improve health status for vulnerable populations in Arizona.   A wide range of speakers have presented and shared their knowledge and expertise. So far, nine sessions have been conducted, and three more sessions are on the way. Continuing education credits are available for all the sessions.  Two PBS documentary programs, Race: The Power of an Illusion and UNNATURAL CAUSES are being used to guide an open discussion about race and the impact of social determinants on health.
Employees are encouraged to attend these dynamic and informative sessions for their professional development. Contact Hong Chartrand from the Arizona Health Disparities Center for more information.

Dr. Mr. Humble: As of early 2012, the disparity of “race” in terms of individuals being treated in the civil section of the AZ State Hospital stood as follows:
caucasians 12/african americans 3/latino 5/other 5. Given that the majority of ASH patients enter the facility via the states’ criminal and civil courts, please explain to the citizens of AZ how it is that the statistics in this context so radically contrast the racial/cultural dynamics in the states’ corrections facilities, wherein people of color are condemned to prison time at a rate of 7:1 over caucasians. What’s the story here, sir? Do caucasians suffer from mental illness at this disproportionate a rate simply because people of color are so obviously more criminal in nature, or what? Or is it that economically founded racism exists at an endemic level of standing in ADHS/BHS, whereby mentally ill caucasians are the only ones so directly deserving of long term care in facilities like ASH? Again, and a clear worded response form you, Mr. Humble, will be greatly appreciated. ASAP. Thank you. PJ Reed.
(END OF DOCUMENT)

At every junction of my experiences at The Arizona State Hospital in terms of my efforts to advocate for my own rights and care needs as a seriously mentally ill human being and citizen of Arizona, I always initiated my concerns in the most civil manner that I possibly could, and in doing so, conducted my affairs in this context via nothing more complex than clear and open lines of communication between myself and the various ASH or AHDS representatives that I took my issues to. As such, I also followed all suggested means of resolution in strict accordance with well established protocol and and policy, as per the provisions of The Arizona Administrative Code and ASH' own standards. But throughout the entirety of my thirteen (13) full months of hospitalization at ASH, during which time I witnessed and experienced ongoing abuse of my rights (and those of my fellow patient-peers), the vast majority of my good faith attempts to communicate in this context were systematically ignored or otherwise pissed on as a matter of standard practice. And here today, via the ADHS website and the virtual presence of Mr. Will Humble, ADHS highest ranking supervisor, I seem to be running into the same insultingly close mouthed responses that I had to deal with while still a patient at ASH. All of this flies in the the face of my most basic expectations as a consumer and citizen, and clarifies my heartfelt concerns about how deeply mismanaged the care of the seriously mentally ill patients at The Arizona State Hospital is at this time.

I suggest that anybody sharing my concerns about these issues take full advantage of the Arizona Department of Health Services website. See: directorsblog.health.azdhs.gov and communicate in your own right with the ADHS director, Will Humble. Ask him about the ongoing patient abuse at The Arizona State Hospital and the directly related failure of ADHS/BHS to meaningfully address the myriad issues that I have thus far outlined in my writing (to date), and feel free if you so choose to include the fact that your awareness of this issue flows from your familiarity with this blog. Patient abuse is inhumane and highly criminal in nature, and the patients at ASH are continually subjected to substandard mental-medical health care as a matter of standard practice. It has to stop. Please do anything you can to support this cause today.
