Will Humble, Director, Arizona Department of Health Services: Herein, an example of what happens when a citizen reaches out to the man most responsible for the operation of The Arizona State Hospital.

Introduction: People like Will Humble and Cory Nelson are a dime a dozen. Bottom feeding state employees who have little idea of how critical their responsibilities are, who function as caretakers of our most vulnerable citizen-peers. You, meanwhile, are exceptional, as are the patients at ASH. There is no comparison.

(the following was directed to Mr. Humble at about 11 a.m. today, AZ time, as follows)

Attention Mr. Will Humble. I respectfully demand that you cease and desist in willfully condoning the ongoing substandard conditions and related administrative ineptitude at The Arizona State Hospital. What is this going to take, sir? Beyond the escalating exposures of this issue provided by major media sources on prime time television, I have compiled 3 full years of data specific to ADHS/BHS/ASH' negligence in this context, in addition to extensive evidence that clearly establishes the fact that staff at every level of employ at ASH willfully engage in patient abuse and related clinical misconduct, all of which is shocking to the conscience of any reasonably civil minded American, and which is occurring even as I write at the expense of Arizona's tax payers, to the direct detriment of ASH's seriously mentally ill and disabled patient community. YOU KNOW OF THESE ISSUES, AND THERE IS NO POINT WHATSOEVER IN DENYING IT. PLEASE TAKE ACTION AND DO THE RIGHT THING. I AM PLEADING WITH YOU, SIR. NOW. DO IT NOW.

--------------------------------------------------------------------------------

Earlier today, I submitted the above correspondence to Will Humble's online blog. It is not the first time I have done this, and I have already spoken of this reality in the past. But each and every time I do so, my correspondence is almost immediately deleted, as this one surely will be. No response, no acknowledgment, no regard at all for my voice, this despite my status in terms of these issues. In the most general terms, I am a citizen, I am a former patient at the Arizona State Hospital, and I am a human being.

I encourage any and all of you to do the same. Visit the Director's Blog via the above website and tell this man how you feel. Go to any/all of the related online resource bases and submit your good faith request(s) that a democratic process occur in this context. Ask this man to do his job, to do the right thing, to meet his most fundamental obligations as a public servant. But be prepared for rejection, for this is how Will Humble prefers to handle any such civil discourse.

And just for the record, as you write, remember: This amounts to nothing short of censorship in defiance of the Public Trust doctrine, and Will Humble knows it.

So do it anyway, and realize that it has very real impact, in spite of his willingness to suppress your voice(s). People like Will Humble and Cory Nelson are a dime a dozen. Men with slightly advanced degrees, e.g. basic master's degrees which effectively amount to nothing more than pieces of paper in every sense of the expression (and all that that implies), the absolute epitome of modern society's most dull headed professional class. Who strive to find safe places to earn over exorbitant salaries, ideally settings where their authority is granted with little to no oversight or accountability. In this context, the worst case scenario applies to bottom feeding state employees in public health care facilities such as The Arizona State Hospital; facilities which clearly serve as safe havens for individuals far more interested their own selfish interests than they are in  the needs of thief client-pateints, with  little idea of how critical their responsibilities are, functioning as caretakers of our most vulnerable citizen-peers.

You, meanwhile, are exceptional. As are each and every patient at ASH. We share a character that these sorts of men cannot even imagine. Have faith in the fact that there is no comparison. There really isn't.

I also posted the above message to the ADHS Facebook page, and I expect the exact same results that I have to date gotten from the Director's Blog. Likewise, as stated on the recent Phoenix CH 15 (ABC) primetime news report (Friday, August 09, 2013), Will humble refused to communicate with executive staff reporter David Biscobing when that report was being prepared. It is as though Humble is too unintelligent, or somehow lacking in character, or some other like inability whereby he is willing to ignore the escalating public awareness in this context. This condition- whatever it stems form- is unfathomably in effect, and it is ongoing.

This is standard business with these people. All of them. Will Humble, Cory Nelson, Donna Noriega, Dr. Stephen Dingle, as well as representatives of the ADHS/BHS Office of Grievances and Appeals, including but not limited to Kara Burke, and so on. They all either refuse to engage in good faith open discourse in this context, or they (Nelson, e.g.) engage in distorting the facts or otherwise misrepresenting the truth. At every step of my experiences as an advocate for the patient community at ASH- including during that period of time when I was hospitalized at ASH, as I attempted to advocate for my own rights and care needs- I have encountered blatantly unlawful manipulations and rejections of the underlying protocol that were designed to deny or suppress the data that I offered. This occurred in spite of my very clear statements of how graphically counter therapeutic these forms of virtual suffocation were to my sense of health and wellness while there at ASH, including at times when I was being subjected to undeniable forms of administrative and clinical retaliation imparted on me in direct relation to said advocacy, wherein I was forcefully exposed to extremely violent episodes of staff and patient attacks on my very sense of presence.

 I formally sought relief in this context at times when my state of mind was deteriorating in reaction to such mistreatment. And they all ignored me. And as stated, it is indeed ongoing, as I am illustrating in this article, even today. And I am still negatively affected.

For who can come to accept the knowledge that these people are willfully engaging in abusing the rights and neglecting the care needs of ASH's seriously mentally ill and disabled patients? Knowing as we do that in that place, there in the center of Phoenix, sheltered and shrouded behind walls and fencelines like some sort of domestic Guantanamo, highly paid state employees, including DOCTORS, NURSES, AND EXECUTIVE ADMINISTRATORS go about worsening the states of mind and emotion that ASH patients have to bear as persons affected by mental illness and related emotional disorder. In my case, at least, this reality is just as unacceptable today, as it was when I was hospitalized at ASH.

IN CLOSING: THANK YOU FOR YOUR SUPPORT. YOU WILL NOT BE FORGOTTEN OR FORSAKEN. PEACE AND FROGS TO ALL OF YOU.

This is an exciting time. The one's running the Arizona State Hospital are in deep shit.

And that is all I am going to say right now, pretty much. Things are in very much in motion. Time now for one ASH related rat bastard after another to begin pointing fingers, hiding in the rocks, or otherwise doing all they can to avoid the pending fall out. This is precisely how vermin always react to pressure of the sort these people have coming to them.

Textbook.

I definitely warned them, all of them, from Cory Nelson to various senior clinical staff, and the representative of the Office of the Arizona Attorney General who has direct legal responsibility over the Hospital's policies and related operations, Joel "the mortician" Rudd , and even the czar charged with overseeing the entire AZ Deparmtent of Health, Will "Yea Team" Humble. But across the board, as if THE BORG (Star Trek- ha!), they all were too dense to do the right thing. Like a herd of freaking cows. All at the expense of Arizona's taxpayers, and to direct detriment of ASH's disabled patient community. Sickening, depraved, criminal.

Ineptitude Personified.

IN CLOSING: This is an exciting period of time for me, not because I anticipate seeing any number of the one's most responsible for the substandard conditions at The Arizona State Hospital brought to justice, but far rather because as a former patient of Arizona's sole long term public mental hospital, I have deep concern for the patient community at ASH, who I know are still being subjected to unlawful abuse and related neglect in terms of their most crucial needs as persons affected by mental illness and disability. As this process evolves, I will continue to balance my intent to see that the wrongdoers in ASH's senior clinical and administrative staff are held fully accountable under the law, with the more critical need to bring about direct improvements in the flow of treatment to ASH's seriously mentally ill and disabled patients. This latter concern has always been the primary theme of my advocacy efforts, including from that point in time when I first chose to speak out in defense of my rights and related care needs there at ASH, circa spring 2011. Always in good faith, without a primary desire to ensue conflict, and as per all applicable procedural standards.

RERUN, RE: Denial of Access To One's Own Personal Medical Records Wherein, procedurally correct formal requests for copies of a patient's own personal medical records are flatly denied by administrative and clinical authorities at The Arizona State Hospital, which is in direct violation of the Hospital Information Portability and Protection Act. (1996 P.L.104-191) [HIPPA]

RESPONSIBLE PARTIES:  AZ assistant attorney general Joel "the mortician" Rudd, Dr. Pervaiz Akhter,Dr. Stephen Dingle,Chief Operating Officer Donna Noriega.

THIS ARTICLE WAS ORIGINALLY PUBLISHED IN MAY, 2012. HOWEVER, IT IS APPARENT TO ME (AND THE "TEAM") THAT THE VARIOUS PARTIES INTERESTED IN TAKING A GOOD HARD LOOK AT THe INFORMATION INCLUDED IN THIS BLOG ARE INCREASINGLY REVIEWING VERY DATED REPORTS (SUCH AS THIS ONE), AND I AM THUS COMPELLED TO EASE THE PROCESS IF I CAN, FOR THERE ARE OVER 240 ARTICLES IN THIS DOCUMENT AS IT STANDS TODAY (OVER 500K WORKDS!), AND I WOULD NOT ASK ANY ONE TO GO THROUGH IT ALL, IN FACT. THE FACT IS, THE MANUSCRIPT THAT I AM CURRENTLY PRODUCING (PRE-PUPLICATION) IS DESIGNED TO OFFER A FAR BETTER STREAM LINED ACCOUNTING OF MY EXPERIENCES AND RELATED KNOWLEDGE BASE SPECIFIC TO ASH.

MEANWHILE, INDIVIDUALS SUCH AS DINGLE, NELSON, PATEL ARE AWARDED AND GRANTED ADVANCEMENT IN THE STRUCTURE OF ARIZONA'S BEHAVIORAL HEALTH SERVICES SYSTEM, IN GRAPHIC DEFIANCE OF COMMON LAW AND POLICY.

WHERE THE HELL, OH WILL HUMBLE, ARE YOU AT THIS CRITICAL POINT IN TIME? AND WHY WERE YOU UNWILLING TO PARTICIPATE IN THE PROCESS OF LOOKING AT THE DATA PROVIDED IN FRIDAY, AUGUST 9, 2013, PRIME TIME MEDIA REPORTS SPECIFIC TO THESE ISSUES. YOU WOULDN'T HAPPEN TO BE HIDING YOUR HEAD IN THE SAND.. I HOPE…. OH, SCREW IT. YOU ARE A GONER, TOO, SIR. TOO LATE FAR TOO LITTLE, NO MATTER WHAT YOU COME UP WITH HEREON OUT… I WARNED YOU….

   BUSINESS AS USUAL- STANDARD PRACTICE PERSONIFIED.

      MAY 2012: In early June, 2011, when JJ Hensely of the Arizona Republic newspaper contacted The Arizona State Hospital in order to gain information about my report of Jesus Rincon Murrieta's escape from ASH in May, 2011, Hospital representatives denied the escape itself, and then went further in restricting the informational flow in this context by hiding being privacy and confidentially laws in order to deny that Murrieta had ever even been at ASH, in the first place. Their willingness to interfere with Mr. Hensley's good faith attempt to provide the public with knowledge about the fact that a violent man had escaped from the mid-city hospital facility eventually contributed to the brutal murder of April Mott in late August, which illustrates the extent to which ASH officials are willing to manipulate the truth as a matter of protecting their image... No matter how significant the risks are... Or how unlawful their actions
are, and so on.

      I chose to open this particular article with this graphic reminder of ASH administrations' bottom feeding business ethics, because tonight- as I dot my eyes and cross my tees specific to getting my final organization together for tomorrow's 8:00 a.m. hearing in the Arizona Office of Administrative Hearings (case #2012-BHS-0263-DHS)- I am faced with having to go into the hearing with absolutely none of the critically relevant evidentiary materials, the meat of which are contained in my own personal records, which ASH administrators have flatly refused to provide me with.

      It is of note, too, that THERE WAS NO DULY HIRED HOSPITAL
SUPERVISOR IN OFFICE DURING THE PERIOD OF TIME THAT THIS ISSUE
PLAYED OUT (FOR THE MOST PART). As such, senior clinical staff such as
then Chief Medical Officer Dr. Stephen Dingle and Donna "You are sooo
busted!" Noriega took the wrongdoing at ASH to unparalleled heights, at
least terms of my 13 long months of time there, and this issue in particular
is undeniably exemplary in this context.

     Any person's right to their own personal medical records is arguably the most fundamental right included in the provisions of the Hospital Information Portability and Protection Act (HIPPA), a congressionally mandated document that establishes beyond dispute the requirement that any/all medical facilities, senior clinical staff, etc., must grant a patient's access to such data. For any medical facility, etc., to deny this right flies in the face of constitutionally mandated civil rights, and the one's running ASH know it. And if any one member of the Hospital's executive staff knows this, in fact, it is ASH's primary legal representative, Joel "the mortician" Rudd. He is the state appointed representative obligated to see that ASH abides by law and policy specific to any potential issue(s) arising in terms of the Hospital's express purpose and operation, and laws such as those contained in HIPPA itself are anything but shrouded or otherwise unknown to persons involved in any capacity with the role that Rudd  is obligated to fill. He has been ASH's primary legal counsel for close to 20 years, and as such, has been centrally involved in ignoring, covering up, and/or otherwise allowing for the clearly unlawful practices at ASH, participation which I contend disqualifies Rudd from the privilege to practice law.

Standard business, indeed, when it comes to being a client of the state of Arizona'a behavioral health system, but far from what any reasonably minded citizen would expect from contemporary 21st century American government.

THE FOLLOWING DOCUMENTS ILLUSTRATE THE PROCEDURAL HISTORY OF THIS ISSUE AS IT PLAYED OUT WHILE I WAS HOSPITALIZED AT THE ARIZONA STATE HOSPITAL. AS I HAVE STATED ABOVE, THERE WAS NO DULY HIRED HOSPITAL SUPERVISOR AT THE TIME THAT MATTER PLAYED OUT, SUGGESTING THE FACT THAT PERSONS SUCH AS RUDD, DINGLE, NORIEGA
TOOK IT UPON THEMSELVES TO EXASPERATE THE SUBSTANDARD MEDICAL-MENTAL CARE PRACTICES AT ASH, WHICH I ATTEST TO BEING STANDARD BUSINESS AND VERY MUCH AS PER THE USUAL.

IN NO UNCERTAIN TERMS, IT WAS SITUATION CONSISTENT WITH THE PARABLE
    "WHEN THE CATS AWAY… THE RAT BASTARDS WILL PLAY….", AS FOLLOWS.

Document #1 (one pp.), March, 2011: My formal, lawful, and procedurally correct request to be granted access to an exclusive portion of own personal medical records, submitted to ASH's administrators, using the standard form, and as as per all applicable terms, specific to any patent's right in this context. I sought access to this record in order to establish the truthfulness (and/or deceit) of my attending physician at the time, Dr. Pervaiz Akhter, who during one of my inpatient treatment and discharge planning meetings had made statements to the effect that "Nursing staff have reported (you) as being disruptive, willing to ignore unit rules, and potentially subject to restrictions on your basic privileges." I knew for a fact that I had never been informed by nursing staff of any such concerns, and thus suspected that Akhter was fabrication this allegation, so I chose to call this Pakistani "doctor" on his statements, by submitting a request for nurse's notes specific to the time in question. Subsequently (about 2 weeks later), Akhter advised me that he had unilaterally denied my request for these records because he did "not want (me) nitpicking about matters that have nothing to do with your treatment needs at this time"; this denial was in abject defiance of applicable law and policy, and I knew it.

Document #2 (three pp [inc. one copy of an earlier submission]), August, 2011: My formal and correctly submitted grievance report specific to Dr. Pervaiz Akhter's unlawful denial of my right to be granted access to my own personal medical records in this context, submitted to the Arizona Department of Health Services/Behavioral Heath Services Office of Grievances and Appeals on the standard form. There is an expressly mandated process by which this office is to respond in as full a manner as possible on behalf of any client of the Department who has possibly been subjected to violations of their rights, a process that I was very familiar with at the time that I submitted this document (below). However, ADHS/BHS representatives graphically ignored the merits of my report, and subsequently rejected the requirement that the issue be investigated in any way even remotely consistent with their express obligations in this context.

Document #3 & 4 (one pp. each- [a[ and [b] below- October , 2011: The formal response(s) issued by DHHS' regional manager, Michael Kruley, in relation to my requests (immediately above). This was the first time that I attempted to take my concerns about the substandard conditions at ASH to the federal government, and I somewhat experienced the run around at this point of the process, which are anything but unusual, of course, when it comes to trying to communicate with federal agencies. The contradictions illustrated by each of the two following documents make this clear, for while I did receive one response validating my concerns and confirming DHHS' intent to investigate the issues at sake in this matter, I near simultaneously received a response- from the same man- informing me that I needed to take my concerns elsewhere, in effect. Ironic to the Nth degree that I received this redirection after Mr. Kruley had already informed that an investigation was being implemented on my behalf. Live and learn.

(a)

(b)

Document #5 (one pp.), December, 2011: My formal request that the US Department of Heath and Human Services Office of Civil Rights investigate this issue. DHHS/OCR is the federal agency directly responsible for overseeing the rights of any American citizen potentially being subject to violations of their civil rights in the context of public health care, including issues arising under the provisions of the HIPPA document (as described above). Live and learn.

Document #6 (one pp.), December, 2011: Herein, my statement to the effect that Cory Nelson was in the process of implementing radical alterations of the the operation at ASH, with specific respect for security cuts, and other like actions which I knew would only worsen the conditions by which ASH patients well being and overall flow of treatment had already been suffering from. I directed this report to US DHHS less than 8 weeks before my discharge from ASH.

Document #7 (one pp.), December, 2011: Advisement from US DHHS Cicil Rights investigator Edwin Acosta, that he had been assigned to research the
    data I had thus far provided in this matter.

UPDATE AUGUST, 2013: To date, this matter is still hanging in the air, as it were. Major changes to the structure of the US Department of Health and Human Services, the agency directly responsible for investigating this matter (as illustrated by the last doc. [above], from DHHS representative Edwin Acosta), have led to the specific investigation initiated by them into a stall, of sorts. But the supporting evidence, included above, is no less valid today, and it is only a matter of time before the matter is addressed (this as per assurances that I have received in recent weeks for DHHS staff).

But if Cory Nelson, Joel Rudd, Laxman Patel, Perviaz Akhter, and so on, think that this particular matter is now past- THINK AGAIN. This is fodder for federal intervention, and I am looking forward to it. End of story, for now.

Media: Wherein, Inertia and Dedication Come to Fruition. And This Is Only the First Step.

Please take a look at Phoenix ABC affiliate news station, CH 15, at 8 p.m. and 10 p.m. tonight (AZ time), and take yet one more good look at how out of touch the administrators at The Arizona State Hospital are with the public.

Rat Bastards Be Afraid.

Late yesterday afternoon I received the following news alert from one of several media sources who I have been collaborating with over the last 12 months or so, collaboration largely based upon information sharing specific to the substandard mental-medical practices and care at The Arizona State Hospital. And while I feel no need to claim authorship of a live news report which is to be aired tonight, Friday, August 09, 2013, the fact does remain that seeds I laid at the onset of my advocacy, including during my time as a patient at ASH, have everything to do with what I have been referring to as Phase Two of this process, which began late last year, at that point in time when I settled into production of a manuscript that will detail my experiences at ASH, both as a person affected by serious mental illness, as well as a man unwilling to turn a blind eye to what I identified early on in my time there as criminally oriented misconduct subjected upon ASH patients by ASH staff at all levels of employ. As I've extensively outlined in this blog to date, said misconduct extends into the highest level offices at ASH, including but not limited to the Hospital's administrative staff (e.g. former ASH Chief Medical Officer Dr. Stephen Dingle (2005-2010), ASH Chief Operating Officer Donna Noriega (2003-present, ASH Chief Executive Cory Nelson (2011-2012), Arizona Assistant Attorney General Joel Rudd, and so on), ASH's senior clinical staff (e.g. current ASH Chief Medical Officer Dr. Laxman, Dr. Pervaiz Akhter, Dr. Ruby Rojas-Ramos, Dr. Steven Morris, Dr. Lynn Lydon), as well as management level nursing staff (e.g. Bonnie, Jackie), and other like members of staff who have the most direct responsibility over the care needs of ASH's seriously mentally ill patient community. I have an extensive body of data the includes names and titles of dozens of individuals who have been centrally involved in patient abuse and related heath care misconduct, and before long, this data will also become public. Transparency and accountability come hand in hand with the role of public service in any capacity, and the fact that each and every staff person at ASH is state employee lends itself to the reality that nobody working at ASH deserves to hide, as it were. I warned you, and you know who you are….

Not long before my Feb. 2012 discharge from ASH, Cory Nelson attempted to initiate a relationship with me, in direct response to formal communications I had sent him many months before. I knew by that point that he was a man not to be trusted, for he had already began instituting changes to the operation of ASH which I knew for a fact would only worsen the conditions, with specific respect of the patient experience, as well as in terms of ASH staff in general. I thus told this man, one day on the patient mall when he approached me and asked to speak about my long gone communications: "Too late. You needed to respond in good faith when you had the chance, sir. But you are too late." And as it turns out, I was correct in my position at that time. Cory Nelson is a bald faced liar, and anyone with half a mind can see that. But what iS as if not more significant at this time, is the fact the men such as Joel Rudd have been supporting each and every element of the substandard conditions at ASH for years, now, while Cory Nelson is somewhat of a lamb, who I somewhat suspect is being set up as the "fall guy" in these affairs. Be warned, you people: YOUR TIME IS AT HAND.

BUT ENOUGH ABOUT MY WORK FOR NOW. BELOW IS THE NEWS ALERT (sent to me via email) ISSUED IN THE LAST 48 HOURS BY PHOENIX ABC AFFILIATE NEWS STATION, CH. 15, AS FOLLOWS:

Dear Friends,

As you may know—we’ve been looking into conditions at the Arizona State Hospital for many months.
They call it ASH.
We’ve discovered there are many wonderful people working there who don’t feel safe.
They are hard-working highly trained and dedicated individuals doing difficult jobs.
And many of them told us they can’t do their jobs properly because of how dangerous ASH has become following severe cuts in security.
We’ve talked with hundreds of people; we’ve reviewed thousands of documents and spoken to experts across the country.
Our investigation has uncovered some startling details and we don’t want you to miss it.
This is an urgent request—an attempt to reach out to you to let you know about what we’ve found.

The ABC15 Investigators will present a very special report this Friday at 8 p.m.after the football game on ABC15.

***PLEASE TUNE IN TO ABC15 ON FRIDAY, AUGUST 9TH AFTER THE FOOTBALL GAME!
TELL ALL YOUR FRIENDS AND ENEMIES!
ALERT YOUR FAMILY MEMBERS, YOUR COWORKERS AND YOUR NEIGHBORS TOO.
MAKE SURE THEY ALL TUNE IN AND WATCH THE ABC15 INVESTIGATION OF THE ARIZONA STATE HOSPITAL.

YOU NEED TO SEE WHAT WE FOUND OUT ABOUT ASH—THE ARIZONA STATE HOSPITAL—
OUR STATE’S ONLY PUBLICLY-FUNDED AND PUBLICLY OPERATED MENTAL HOSPITAL.
We have 2 different stories that will air this Friday—one at 8 p.m. and one at 10 p.m.

We began by looking at the number of escapes from the hospital.
We learned that despite the escape of a dangerous patient who murdered an innocent woman, security at the hospital was cut by more than half.
We’ve also learned that hospital staffers are under extreme pressure due to understaffing.
And we’ve learned that nurses, doctors and techs are constantly concerned about their safety due to the security cuts.

This Friday, at 8 p.m. and at 10 p.m., we will present two different stories about the Arizona State Hospital that you need to see!
PLEASE JOIN US FRIDAY, AUGUST 9TH, AT 8 p.m. and AT10 p.m.

In closing:

I, PJ REED, HAVE ALREADY MADE THE FOLLOWING FACTS CLEAR TO THE EXECUTIVE STAFF AT CH 15:
     (1) ANY ISSUES SPECIFIC TO THE RISKS POSED BY CORY NELSON'S ADMINISTRATIVE ACTIONS, INCLUDING IN TERMS SPECIFIC TO CUTS IN SECURITY STAFF, HAVE AS MUCH IF NOT MORE IMPACT ON THE EXPERIENCES OF ASH'S SERIOUSLY MENTALLY ILL AND DISABLED PATIENTS. THE FACT IS, MOST OF THE PATIENTS AT ASH ARE NOT OVERLY VIOLENT, AND IN TERMS OF THE PRESENCE OF VIOLENCE AT ASH, IT IS THE PATIENTS WHO MOST SUFFER THE IMPACTS.
     (2) IN TERMS OF THE JESUS MURIETTA ESCAPE, AND THE HORRIFIC MURDER OF APRIL MOTT, MANY ASH STAFF WERE WELL AWARE OF THE COVER UP AT THE TIME THAT IT OCCURRED (JUNE, 2011), AND SEVERAL OF THEM EXPRESSED THEIR AWARENESS OF HOW UNLAWFUL THE COVER UP ITSELF WAS. THUS, I SPECIFICALLY ASKED A NUMBER OF STAFF TO "DROP A DIME" IN ORDER TO ANONYMOUSLY CALL AZ REPUBLIC REPORTER JJ HENSLEY AND VERIFY THE FACT THAT JESUS MURIETTA HAD INDEED BEEN A PATIENT AT ASH, AND THE RELATED FACT THAT HE DID INDEED  ESCAPE FROM ASH. BUT NONE OF THESE INDIVIDUALS WERE WILLING TO DO THAT, FOR FEAR OF ADMINISTRATIVE RETALIATION THAT WOULD PUT THIER JOB SECURITY AT RISK.
     (3) I PJ REED ATTEST TO THE FACT THAT YES, THERE ARE DEFINITELY GOOD PEOPLE WORKING AT ASH, AND THEY (AND I) KNOW WHO THEY ARE, FOR THE MOST PART. BUT THESE PERSONS  ARE A CLEAR MINORITY AT ASH, AND IT IS THE INSIDIOUS PRESENCE OF A MAJORITY OF ASH STAFF WHO ARE VIRTUALLY SOCIOPATHIC IN THEIR MISCONDUCT THAT CREATES THE SUBSTANDARD CONDITIONS AT THAT I AM WORKING TO EXPOSE. THERE IS A CRITICAL NEED FOR ANY/ALL ASH STAFF WILLING TO SPEAK OPENLY ABOUT THEIR CONCERNS TO REALIZE THAT THE PATIENTS AT ASH NEED THEIR SUPPORT, TOO. SADLY, ASH'S MANAGEMENT PRACTICES IMPOSE AN ATMOSPHERE WHEREIN THERE IS A VAST DISCONNECT BETWEEN STAFF AND PATIENTS, AND MOST ASH STAFF- EVEN THE GOOD ONES-FEEL THAT ASH PATIENTS CANNOT BE TRUSTED IN EFFECT. BUT I KNOW THAT IF THE TIDE IS TURNED IN A REASONABLE MANNER, PATIENTS AND STAFF CAN COME TOGETHER AND CREATE A FAR SAFER AND GENERALLY MORE HEALTHY ENVIRONMENT THERE. I KNOW THIS BECAUSE I HAVE EXPERIENCED SUCH CONDITIONS IN OTHER MENTAL HEALTH FACILITIES. IN THIS SENSE, I AM FAR FROM ALONE IN UNDERSTANDING THIS, BUT AT ASH, THE SENIOR CLINICAL AND ADMINISTRATIVE STAFF KEEP LOWER RAKING EMPLOYEES IN AN ABJECT STATE OF FEAR (FOR THIER JOBS) AND DISTRUST (OF THE PATIENTS). NOTHING COULD BE MORE COUNTER THERAPEUTIC IN A SETTING SUCH AS ASH, AND IT NEEDS TO STOP. PERIOD.
     (4)THE FACT IS (AS STATED ABOVE), THE ENDEMIC PRESENCE OF ONGOING PATIENT ABUSE AND RELATED CLINICAL AND ADMINISTRATIVE  CRIMINALITY IS OVERTLY CONDONED BY ASH STAFF AT EVERY LEVEL OF EMPLOY, BUT IT IS THE STAFF WITH THE MOST SENIORITY AND RELATED AUTHORITY THERE AT ASH WHO HAVE CREATED THIS CRISIS. THIS INCLUDES SENIOR NURSING AND MEDICAL STAFF, PARTICULARLY THE FOREIGN TRAINED PSYCHIATRISTS (WHO HAIL, VARIOUSLY, FROM PAKISTAN, THE PHILIPPINES, INDIA AND SO ON). HEREIN, IT IS CRITICAL TO UNDERSTAND THE GROSSLY CORRUPT POWER DYNAMICS AT ASH AND THROUGHOUT ARIZONA DEPARTMENT OF HEALTH SERVICES/ BEHAVIORAL HEALTH SERVICES, FOR THIS IS THE CORE REASON UNDERLYING HOW AND WHY THESE CONDITIONS EXIST IN THE FRIST PLACE, AND MORE IMPORTANTLY, HOW AND WHY THEY HAVE CONTINUED. THIS, IN SPITE OF MORE THAN ONE FEDERAL INTERVENTION (1995 OR SO), AND MY OWN CONCERTED EFFORTS TO RAISE AWARENESS OF THIS FACT IN MY WORK OVER THE PAST 24 MONTHS (INCLUDING WHILE STILL HOSPITALIZED AT ASH).

UPDATE: THIS IS RERUN FROM LAST YEAR. UPDATE WOULD BE, THAT AS DISMAL THE SITUATION WAS WHEN THE ARIZONA STATE HOSPITAL HAD AN ON-SITE PATIENT ADVOCATE AVAILABLE, TODAY THINGS ARE EVEN WORSE, AS FOLLOWS;

TODAY (2013), AT THE ARIZONA STATE HOSPITAL, THERE IS NO ON-SITE PATIENT ADVOCATE WHATSOEVER. ZILCH. NIET. NADA. NOT ONE STAFF PERSON READILY AVAILABLE AND SPECIFICALLY TRAINED/APPOINTED TO RESPOND WHEN ANY PATIENT FINDS HIS OR HER SELF IN NEED OF JUSTIFIED SUPPORT IN THIS CONTEXT. IN NO UNCERTAIN TERMS, THE ARIZONA STATE HOSPITAL IS OPERATING FAR LESS LIKE A MEDICAL FACILITY THAN IT IS A PRISON, CIRCA THE LATE 19TH CENTURY.

 THIS IS JUST ONE MORE EXAMPLE OF CURRENT AZ BEHAVIORAL HEALTH SERVICES DIRECTOR CORY NELSON, THE MAN CENTRALLY RESPONSIBLE FOR THE SUBSTANDARD MEDICAL-MENTAL HEALTH CARE AND PRATICES AT ASH FOR THE LAST 24 OR SO MONTHS. I'LL JUST SAY IT:

FUCKING UNBELIEVABLE.

The Role Of The State Ombudsman At The Arizona State Hospital: Herein, the typically mismanaged evolution of a patient grievance report at The Arizona State Hospital.

TITLE 9. HEALTH SERVICES

CHAPTER 20. DEPARTMENT OF HEALTH SERVICES
BEHAVIORAL HEALTH SERVICE AGENCIES: LICENSURE

C. A client has the following rights:
1. To be treated with dignity, respect, and consideration;
2. Not to be discriminated against based on race, national origin, religion, gender, sexual orientation, age, disability, marital status, diagnosis, or source of payment;
3. To receive treatment that:
a. Supports and respects the client's individuality, choices, strengths, and abilities;
b. Supports the client's personal liberty and only restricts the client's personal liberty according to a court order; by the client's general consent; or as permitted in this Chapter; and
c. Is provided in the least restrictive environment that meets the client's treatment needs;
4. Not to be prevented or impeded from exercising the client's civil rights unless the client has been adjudicated incompetent or a court of competent jurisdiction has found that the client is unable to exercise a specific right or category of rights;
5. To submit grievances to agency staff members and complaints to outside entities and other individuals without constraint or retaliation;
6. To have grievances considered by a licensee in a fair, timely, and impartial manner;

IN MY LEARNED OPINION, THE PATIENT ADVOCATE AT THE ARIZONA STATE HOSPITAL IS A FRAUD. SHE KNOWINGLY COMPROMISES THE FUNDAMENTAL RIGHTS AND PROTECTIONS OF PATIENTS BY SYSTEMATICALLY REJECTING THE DEEPER IMPLICATIONS OF REPORTED STAFF MISCONDUCT AND RELATED PATIENT ABUSE AT ASH IN ORDER TO PRESERVE HER STAFF POSITION. AS SUCH, THE PATIENT ADVOCATE AT ASH  IS MORE CONCERNED WITH PROTECTING HERSELF AND HER BOSSES FROM OVERSIGHT AND ACCOUNTABILITY THAN SHE IS ABOUT THE WELFARE OF THE PATIENTS. THIS IS IN DIRECT DEFIANCE OF HER OBLIGATIONS TO THE PERSONS SHE SERVES, AND IT NEEDS TO BE ADDRESSED IN PARITY WITH THE GENERAL OVERALL CRIMINAL CONDUCT OF ALL/ANY ADMINISTRATIVE STAFF AT ASH.

       As already stated in an earlier article (see April 30, 2012), the Arizona State Hospital patient advocate, Sonya Serda, represents the only immediate avenue of support available to the mentally disabled patients at The Arizona State Hospital when they experience criminal staff misconduct and related patient abuse. As the only immediately available (on site) contact person at ASH, Sonya Serda generally functions as any given patients' sole defender when the commonly occurrent crises brought on by abusive staff arise, for it is that point in the process that the potential life of such a report is potentially granted sincerely meaningful consideration. For patients at ASH, calling Sonya Serda in reaction to being subjected to abuse by ASH staff is tantamount to calling 911 when a criminal corners you in your home (which is what any normal person would do), dialing as you would in probable panic with the attendant knowledge that should the phone keep ringing and ringing with no response, your clearly tenuous hold on life itself is basically shit. So, presuming it's not after hours or on the weekend or on a holiday- during which time people like Sonya Serda cannot be reached regardless of the severity of the matter at stake (and times during which- coincidentally- most of the outrageous staff misconduct tends to occur)- patients are assured by state policy that the presence of Sonya Serda's phone number is something you can readily count on.
       Hundreds of ASH patients, one contact person, very limited availability.

       If you do successfully get through to Sonya Serda immediately following an incident involving abuse by staff, the matter passes directly into her scope of authority, for it is she alone who has the power to grant the report its first actual breath of life. Conversely, Sonya Serda has the power to nix any report that comes her way at that point in time, too. Very real power, of the sort that society typically restricts to persons of high education and related qualification, as well proven ethical standing flowing from   clearly established work history. And if, in fact, the given report is not handled right or otherwise not advanced/accepted by Sonya Serda at that specific point in the process, the chances are pretty freaking high that the report will die then and there, and the abuse itself will effectively be condoned because the majority of staff at ASH are only as competent as the system that they operate under is.
       Given this reality, as the only person at ASH assigned to overseeing each and every patient complaint,  Sonya Serda plays an irrationally critical role in terms of any/all ASH patients' fundamental rights and protections in the context of abuse. A person would have to either be crazy in their own right (or so utterly thick skinned that they probably sleep underground at night) to actually believe in any sense of the word that they can meaningfully serve the needs of each and every patient at ASH. As stated already, there are several hundred patients at ASH, but only one patient advocate assigned the task of responding to each and every patient complaint or grievance.
       Herein, another dangerously systemic gap (gulf) in the context of legally required administrative procedures that are explicitly designed to protect the rights of Arizona's highly vulnerable mentally disabled patient-clients. Inserting only one short sighted and arguably under qualified citizen into a position with as much responsibility as Sonya Serda has is tantamount to granting the administrators, clinicians, and lower level staff at ASH free license in terms of the exact substandard medical-mental health care practices that state facilities such as ASH are famous for.
negligence cartoons, negligence cartoon, negligence picture, negligence pictures, negligence image, negligence images, negligence illustration, negligence illustrations
       State level health department officials love people like Sonya Serda. She is willing to identify herself to highly at risk disabled patients as a caring and diligent advocate upon whom they can rely in a setting where clinical and administrative abuse is rampant, in spite of the clear fact that she is cannot meet her obligations in this context. She draws her pay, collects her benefits, and comes and goes from the grounds at ASH day after day with full knowledge of these things.
       That said, I can and do attest to the fact that the representative patient advocate at The Arizona State Hospital, Sonya Serda, neglects her express obligations to the patients there as a matter of standard practice. On a number of occasions during my thirteen (13) months of hospitalization at ASH, I relied upon the patient advocate in good faith and on a basis of civil trust. I came to her with nothing more than the basic expectation that she could be trusted, but in time, I learned the hard way that Sonya Serda cannot be trusted, and that in terms of clear obligations to the patient-clients at ASH, she is little different form any of the other ASH administrators. I learned the hard way that she couldn't be trusted to fulfill her most basic obligations, thus forcing me in my own right to recognize Sonya Serda for who she really is. That said, my generally negative experiences at ASH (and my associated records to the effect) most definitely include the willful refusal of the ASH patient advocate, Sonya Serda, to apply herself as fully as possible to the responsibilities assigned her to as a state employee working in a public facility; and while it somewhat sucks to have to pin the issue of negligence specific to first responder concerns on one person, it is also critically important for this aspect of the substandard conditions at ASH to be revealed at his time.
       Patient abuse at ASH is ongoing, this is certain, and short of meaningful oversight in this specific case, the patients at ASH will continue to experience abject negligence and directly related clinical and administrative abuse of authority. The patient advocate functions as the central hinging point at which the worst staff misconduct at ASH nears exposure, and the patients at ASH rely on Sonya Serda to protect them during (and after) their most critical periods of abuse driven crisis. It is unacceptable for a person in her position to do anything less than the utmost that she possibly can, in all senses

        I will now lay out the basic process that patients go through when they contact Sonya Serda in order to report abuse and staff misconduct. Keep in mind that for many of the patients at ASH, this with due respect for the vast amount of varied mental disabilities present in the patient community at ASH, it is very difficult to cope the basic stress of needing to cry out for help, and much more so to be limited in this capacity to the supposed support of only one ASH employee whose very presence is represented by a phone number when the phones at ASH are so typically unavailable for patient use. These basic elements of the patient experience are something that ASH administrators seemingly can't comprehend, not to mention the experiences of being physically, emotionally and psychologically abused by ASH staff.

             1) The first best thing for any patient to do when they are subjected to abuse is cry out in as loud a voice as possible for help. There's really very little chance that other staff will respond in such instances, but if nothing else, the abused patient may succeed in drawing enough attention that the abuse stops, for the given moment. Which is better than nothing. Ideally.
             2) The next best thing for the abused ASH patient to do presuming it doesn't occur after hours or on the weekend or on a holiday (which is when the bulk of the worst abuse occurs), is to call the patient advocate, Sonya Serda, in person. Patients have limited access to telephones, but there are rules by which any patient seeking to contact an advocate of any kind (in theory), and although these rules were not very clear to ASH staff when I first arrived, I fairly well prevailed in establishing clarification of the issue (following months of repeated complaints specific to that matter alone). So, in general, presuming staff is willing to follow there rules, it is best to pick up the phone and call the patient advocate in person, if possible, even if only to leave a message, should the abuse occur after hours or on the weekend or on a holiday (which is when the bulk of the worst abuse occurs) (I already said that, didn't I?)
             3) Once the initial phone call to Sonya Serda has been made, the next best thing for the abused patient to do is put the report in writing. In fact, the patient advocate will require any abused or aggrieved patient to put their allegations into writing, for this is the policy. Standard ADHS/ASH grievance and complaint forms are somewhat readily available for patients to complete. All it takes is a simple request to staff right there on the patient units. The same staff, in essence, that very possibly played a role in the abuse itself. Staff, who by and large watch each others backs. State employees, subject to all of the infamously shortcomings of state agencies and government employment, including peer pressure and systematic retaliation for making waves of any kind. Etc. Consequently, and regardless of the various assurances patients may hear in terms of state protections against abuse of any kind, some patients are terrified of staff there at ASH, because they well know the risks associated with reporting staff misconduct. I heard about this early on in my time at ASH from one my peers there, as follows:
             "I am offering you my friendly advice. You report this shit about staff misconduct to the higher-ups, and more likely than not, it will came to bite you in the ass." (August, 2011, T., Arizona State Hospital)

     This man, T., has been at ASH for at least 7 years. He is one of the nicest individuals I met there in the patient community, a man virtually incapable of bearing undue ill will towards anyone, including ASH staff. But in how own right, early on in his time as an ASH patient, he was compelled to seek assistance from the state of Arizona's Office of Human Rights; for this, he was not only neglected by that office in terms of the issues that he sought to raise, he was also and immediately subjected to gross retaliation, including being relocated from the Hospital's most reasonably peaceful patient unit, to one of the most violent.

I attest to the fact that I also experienced this specific form of retaliation in my own right, literally on the same day that a formal grievance was submitted by an staff representative of the same state resource, the AZ Dept. of Health/Behavioral Health Services' Office of Human Rights. An action that at the time fully verified the information that my friend T. offered me, offered as such to protect me from such criminal conduct.

     These basic approaches are about all that the patients at ASH have in terms of defending their rights and demanding due protections against abuse. The phone call to Sonya Serda and the written complaint or grievance report are the only actual tools by which the patients at ASH can even possibly be directly protected from abuse when it occurs, because as a form of documented evidence and data, the reports potentially represent an affirmation of safety and decency in an environment that is often devoid of such.
Ergo, the significance of applicable rules specific to patient rights, such as this one:

A client has the following rights:

5. To submit grievances to agency staff members and complaints to outside entities and other individuals without constraint or retaliation;
         (CHAPTER 20. AZ DEPARTMENT OF HEALTH SERVICES BEHAVIORAL HEALTH SERVICE AGENCIES: LICENSURE TITLE 9. HEALTH SERVICES)

        In spite of rules such as this, I attest to the fact that at ASH, the integrity of this specific process is corrupted by the basic ineptitude and systematic negligence of ASH administrators (including the patient advocate) as soon as a patient does all that he or she can to report abuse. In essence,  Sonya Serda abuses her power over this process in much the same way that the ADHS Office of Grievances and Appeals does, by directly interfering and/or shutting down the flow of relevant information. The following statement relates to a current (ongoing) mishandling of the grievance I filed after ASH nursing staff retaliated against me on the basis of my willingness to complain about staff.

       BELOW IS ONE SUCH STANDARD ADHS/ASH COMPLAINT FORM. I PERSONALLY SUBMITTED THIS DOCUMENT TO SONYA SERDA BY HAND ON JANUARY 11, 2012. THE  DOCUMENT ITSELF SPECIFICALLY REPRESENTS MY REPORT OF CRIMINALLY DISCRIMINATIVE PRACTICES SUBJECTED TO ME BY CERTAIN ASH NURSING STAFF, (A PALO VERDE EAST CHARGE NURSE NAMED MARY ANNE AND TWO ADMINISTRATIVE NURSING STAFF, BONNIE AND JACKIE) WHO IN THE DAYS FOLLOWING A JULY 07, 2011, STAFF ASSAULT REFUSED TO PROVIDE ME WITH THEIR SERVICES ON THE BASIS THAT I  HAD FILED A FORMAL GRIEVANCE COMPLAINT SPECIFIC TO THAT EVENT. MISCONDUCT OF THIS NATURE AMOUNTS TO NOTHING SHORT OF CRIMINAL RETALIATION, AND/OR CONSTRAINT WHICH WAS IMPOSED ON ME BECAUSE I HAD EXERCISED MY RIGHT TO SUBMIT A GRIEVANCE IN RELATION TO THE JULY 07, 2011 STAFF ASSAULT. AS REFLECTED IN THE LANGUAGE OF THE ABOVE STATUTE, STAFF MISCONDUCT OF THIS SORT IS PATENTLY OUTLAWED BY THE STATE ADMINISTRATIVE CODE, WHICH DIRECTLY FLOWS FROM THE AZ AND UNITED STATES CONSTITUTION, AS WELL AS THE PROVISIONS OF THE AMERICANS WITH DISABILITIES ACT. SO I FELT IT DESERVED SOME ATTENTION, AND THUS WENT AHEAD AND FILED A GRIEVANCE REPORT SPECIFIC TO THIS MATTER IN ITSELF.

       IN KEEPING WITH STANDARD PROCEDURE AS AN ABUSED ASH PATIENT, I  PERSONALLY SUBMITTED THIS DOCUMENT BY HAND TO THE ARIZONA STATE HOSPITAL PATIENT ADVOCATE,  SONYA SERDA, ON JANUARY 11, 2012. TWO MONTHS LATER, I FOLLOWED UP MY INITIAL REPORT UP WITH A MARCH 15, 2012, LETTER OF INQUIRY TO SONYA SERDA, WHEREIN I STATED MY CLEAR DESIRE TO BE FULLY INFORMED ABOUT THE STATUS OF THIS REPORT AS SOON AS POSSIBLE, AS FOLLOWS:

RE: January 10, 2012 GR DOC 071011

Dear Ms. Serda,
    I am writing out today in order to inquire about the above ADHS/ASH grievance report document (GR DOC 071011), which I personally submitted to you on January 11, 2011. I am at this time requesting a reasonably full report as to the status of this matter as soon as possible. Given that the central issues that I reported in this document occurred almost eight full months ago, as well as the fact that I included the details of this specific misconduct in my original grievance report in mid July, 2011, I feel the need to point out that I was due information specific to this matter at least 30-45 days ago, as per AAC R9-21-312 and 410, in terms of both your own investigation as well as any subsequent response from ADHS/BHS.

    Please do what you can to see that I am provided with an update in relation to the status of this matter as soon as you can. I know that you are very busy. Any information that you can provide me with at this time will be greatly appreciated.

Sincerely.... (Etc.)
                                                     (END OF LETTER)

      IT IS NOW JUNE 06, 2012. TO DATE, I HAVE HEARD NOTHING AT ALL ABOUT THE STATUS OF THIS ISSUE FROM THE ASH PATIENT ADVOCATE, SONYA SERDA, OR FROM THE OFFICE OF GRIEVANCES AND APPEALS AT THE ARIZONA DEPARTMENT OF HEALTH SERVICES. THIS IS STANDARD PROCEDURE AT ASH, AND FLIES IN THE FACE OF APPLICABLE LAW AND POLICY, AS FOLLOWS:

A client has the following rights:
6. To have grievances considered by a licensee in a fair, timely, and impartial manner;
        (CHAPTER 20. AZ DEPARTMENT OF HEALTH SERVICES BEHAVIORAL HEALTH SERVICE AGENCIES: LICENSURE TITLE 9. HEALTH SERVICES)

      I WILL FOLLOW UP THIS ARTICLE WITH ONE LAST DIRECT COMMUNICATION TO SONYA SERDA ON THE MATTER, AFTER WHICH I WILL IMMEDIATELY SUBMIT A FORMAL MOTION TO THE ARIZONA OFFICE OF ADMINISTRATIVE HEARINGS, WHEREBY THIS PARTICULAR OCCURRENCE OF CRIMINAL NEGLIGENCE IS OFFICIALLY DOCUMENTED IN THE RECORD.
       BEYOND THAT, AS I HAVE ALREADY STATED IN SEVERAL OF MY PREVIOUS ARTICLES, NONE OF THE MANAGERIAL STAFF AT ASH OR AT THE STATE AGENCY LEVEL EVER FOLLOW THE WELL ESTABLISHED RULES OF PROCEDURE WHEN IT COMES TO THESE PROCESSES. THS HAS BEEN MY EXPERIENCE TO DATE. THE RESPECTIVE EVOLUTIONS OF VIRTUALLY EVERY GOOD FAITH COMPLAINT OR GRIEVANCE REPORT THAT I EVER SUBMITTED DURING THE ENTIRETY OF MY THIRTEEN NERVE WRACKING MONTHS OF HOSPITALIZATION AT ASH WENT JUST LIKE THIS. OVER AND OVER AGAIN.  IT IS ABSOLUTE DERELICTION OF DUTY IN THE CASE OF SONYA SERDA AND HER VARIOUS SUPERVISORS. MEANWHILE, I KNOW AS WELL THAT THE CRIMINAL MISBEHAVIOR OF THE SPECIFIC ASH NURSING STAFF WHO GROSSLY ABRIDGED MY RIGHTS AWAY BACK IN JULY, 2011, (ALL THREE OF WHOM ARE SENIOR LEVEL NURSING STAFF) WAS NOT EFFECTED ONE IOTA BY MY GOOD FAITH COMMUNICATIONS WITH SONYA SERDA. THUS AND THEREIN, EVEN AS I WRITE THIS TODAY, THE STAFF AT ASH HAVE YET AGAIN BEEN ASSURED BY THE VIVID INEPTITUDE OF ADMINISTRATION THAT THEY NEED FEAR NO RETRIBUTION WHATSOEVER IN TERMS OF OVERSIGHT OR ACCOUNTABILITY, EVEN IN THE CASE(S) OF THEIR WORST BEHAVIOR. THE ABUSE IS ONGOING, OF THIS WE CAN ALL BE SURE, AND THIS IS ONLY ONE WAY THAT IT MANIFESTS.

IN CLOSING: As with anybody, the patients at the Arizona State Hospital rely upon their fellow citizens when it comes to maintaining the commonly shared rights and protections that are afforded by the United States Constitution and other like mandates of American law and policy.  The patients at ASH, however, are uniquely dependent on ASH staff when it comes to these fundamental aspects of contemporary life today. Knowing as I do today, via my own very real experiences at ASH, that even at the most rudimentary stage of attempting to speak out in defense of their rights, the patients at ASH have little to no reliable support from Sonya Serda and other like administrative staff, leads me to state that much more strongly the dire need for federal intervention on behalf of the seriously mentally ill and disabled patents at ASH. Nothing short of deep reform within and throughout the entire Arizona behavioral health care system is going to address these issues; this much is clear, and until people at the highest level of authority in the state system are directed by the citizens of Arizona to establish such reform, mentally disabled adults here are going to suffer interminable degrees of abuse and mistreatment.

Patient abuse is inhumane and 100% unacceptable. Bottom line. Please take the time to contact your elected state representatives today on behalf of the patients at The Arizona State Hospital. The Tucson office of former state representative Gabrielle Giffords also has a dedicated and vested interest in supporting the sorts of behavioral health care system reform that I am talking about, and there are several federal agencies (The Department of Justice Office of Civil Rights, for example) that are obligated to respond to comprehensive reports by citizens such as any one of us, should we present them with a well founded concern about patient abuse in public state facilities such as ASH. I implore you to review my April 2012 "Resource Ideas" article, where I have provided at least a few resources in this context, and to go from there.

(June 6, 2012)

UPDATE AUGUST 5, 2013: I have no actual idea of what happened to Sonya Serda, although I have heard rumors ranging from health problems to outright resignation compelled for no clear reason. In spot of my deep discontent over her conduct, as spelled out above, I do with her well, for as a matter of fact she too is effected by mental illness. Likewise, a state appointed on-site grievance investigator (VICKY FOX) who was on staff when I was at The Arizona State Hospital lost her job not long before I discharged in Feb., 2012. As I understood it at the time, she was fired for speaking on behalf of my advocacy at the time. I attest to this today. In general, the safety and wellbeing of ASH patients has deteriorated since I left there, and this leaves me no option other than to continue my work, as it stands today. Believe me when I say, there is more than enough material for only one book, at this time, and I more than willing to compile the data. This, for my many friends at ASH, and in support of those ASH staff who do- in fact- try their best to serve the needs of ASH patients in spite of the twisted power dynamics at ASH, dynamics kept alive by individuals at the very top of Arizona's food chain.

YOU KNOW WHO YOU ARE. BE AFRAID.
I AND MY WRITING ARE GOING NOWHERE.
